UK-Burnley: building installation work
Joint venture to carry out investment, maintenance and development works. The notice involves the establishment of a framework agreement: yes About Calico Homes Ltd. Calico Homes (Calico) own and manage more than 4 500 homes in Pennine Lancashire, and provide a range of services to help people live independently. Calico aim is to make a difference to the quality of life of individuals and the wider communities in which they work. The opportunity: Calico wish to set up a joint venture company (JV) with an external contractor (the JV Partner) to carry out investment, maintenance and development works for both Calico and other clients. Objectives: The objectives of the joint venture are as follows: — Deliver works for Calico through a commercial model that demonstrates best value for Calico whilst being attractive and beneficial to the JV Partner, — Create long term employment opportunities in the communities where Calico provides services, — Identify, win and successfully deliver works for other clients over and above Calico Homes and be a respected contractor organisation in the North West, — Offer apprenticeship opportunities to Calico tenants, — Engage with Calico Enterprise and identify opportunities for collaborative working. Scope of works: The JV will be required to deliver the following works, using predominantly, the JV's directly employed workforce: — Planned works - Calico have completed the majority of Decent Homes works and whilst there will be some internal works, the majority of planned works will be roofing, fencing, windows and doors and external works, — Maintenance works - Calico have a Direct Labour Organisation (DLO). Current plans are for this to remain in place to deliver the majority of responsive repairs. The JV partner may be requested to deliver an element of the routine repairs (repairs which can be programmed and delivered efficiently), — Development works - Calico have a development programme in place to build new homes over the next 4 years, — Other works - there is scope for the JV Partner to deliver other works for Calico in areas such as, but not limited to, low carbon technologies, void repairs, insurance works and office refurbishments. The JV Partner may deliver other works for other clients. Potential clients may include, but will not be limited to, registered housing providers. The viability and benefits of including such works will be discussed as part of the competitive dialogue procedure. Calico wish to appoint a JV Partner to start delivering works from summer 2012 onwards. Further details of the timing will be provided with the contract notice. JV partner profile: Calico have established that the JV Partner must have the following qualities, and will seek to establish these as minimum standards at PQQ stage: — Experience in the social housing sector, — Experience delivering investment works, — Experience of recruiting, managing and driving excellent results from a directly employed workforce. It is likely that a minimum turnover level will apply in order to manage financial risk. Further details will be provided within the contract notice. The prospective JV Partner must demonstrate that the JV is an attractive opportunity to their organisation and will form a key part of their strategic growth plan over the next 10 years. It is anticipated that a significant amount of work, planning and management will be required by both parties to ensure that the JV delivers all of its' objectives and therefore the revenue and potential growth from the JV must be significant to the JV Partner. The Calico Executive Team will have an ongoing role in managing and shaping the JV and will expect the same commitment from the JV Partners executive team. Prospective JV partners will not be required to have previous experience of involvement in a joint venture arrangement. However, Calico will seek contractors who can bring ideas to the table, proactively seek to resolve issues and can demonstrate experience of delivering excellent results using a collaborative approach. The joint venture: Whilst the specific details of the JV structure will be subject to dialogue under the competitive dialogue procedure, the outline structure is as follows: — Calico wish to enter into a joint venture with one contractor (JV Partner), — The JV will have a directly employed workforce, appointed and managed by the JV partner. The directly employed workforce will carry out the majority of the works. Procurement process: Whilst Calico have excellent experience in collaborative working, establishing a JV is a new approach and as such, they seek to engage with interested organisations to ensure the JV model is structured to allow the best opportunities for both parties. As such, it is anticipated that the tender process will be carried out using the competitive dialogue procedure. Competitive dialogue is a flexible procedure for use in complex projects where there is a need for the contracting authority (Calico) to discuss some or all of the aspects of the proposed contracts with candidates. Competitive dialogue procedure. It is anticipated that the competitive dialogue procedure will allow discussions in the following areas and for candidates to propose their suggestions: — Structure of JV, — Responsibilities of the JV Partner, Calico and the JV (eg provision of shared services, management structure), — Mobilisation, recruitment and ongoing management of workforce, — Growth model beyond Calico, — Commercial model, — Programme of included works. Value of works: 1) Planned and development works - circa 4 200 000 GBP per annum; 2) Maintenance and other Calico works - circa 600 000 GBP per annum; 4) Provision for non Calico works - 3 000 000 GBP per annum *. * The JV will be expected to deliver works for other clients. The expected value of this works will not become clear until the competitive dialogue stage but a provision is required and will also be included in the contract notice to ensure that sufficient scope is included for the JV to trade to its full potential. Offshore demonstrator project. The notice involves the establishment of a framework agreement: no NAREC is now seeking partners for an innovative technology demonstrator project at Blyth, on the Northumberland coast. The offshore wind project, which is well advanced, will comprise 15 consented "pods", organised in three arrays at different water depths, at which tenants will be able to deploy novel offshore wind generator systems to a possible maximum of 99.9 MW installed capacity. NAREC has completed preliminary development, shore based LIDAR generated wind analysis, design, environmental surveys and power sales preliminaries and will submit an application for MMO approval in Q1 2012, with a decision expected within 9 - 12 months. NAREC is completing the fabrication of an offshore monitoring platform with additional wind (met-mast and LIDAR) and environmental monitoring equipment, for installation Q1 2012. NAREC has secured a grid connection offer with local distribution network operator, Northern Electric Distribution Limited and Crown Estate Agreement for lease for the site as a whole. Humber Bridge Replacement Toll Collection System and associated works. Situated to the west of Kingston-upon-Hull in East Yorkshire, the Humber Bridge is the fifth longest single-span suspension bridge in the world. Since the Bridge opened in 1981, the Humber Bridge Board has levied tolls on its customers in order to meet its statutory obligation to repay the outstanding construction debt and to maintain the asset. The Humber Bridge Board intends to procure a new system for the collection and administration of tolls to replace the existing hardware and support systems. This replacement system will allow customers to make toll payments in cash at the time of crossing or electronically via a new Humber Bridge toll account. Contamination remediation works. The Mersey Gateway Project involves the design, build and operation of a new bridge crossing over the Mersey Estuary at Halton (Project). Part of the works forming the Project involve the construction of new road junctions in Widnes in order to connect the new crossing to the existing road network. One such junction is proposed to connect with the southern section of the existing Widnes Eastern Bypass at the present site of the Catalyst Trade Park, which is the former site of the ICI chemical works and is known to be contaminated with potentially harmful chlorinated solvents potentially present as free product. A detailed quantitative risk analysis have been undertaken in consultation with Regulators (Environment Agency) and Halton Borough Council has concluded that certain remediation works (described in more detail in section II.2.1 below) are required at this site.
