UK-Leicester: medical practice and related services
Domiciliary Continuing Healthcare Services for Adults and Older People. NHS Leicester City, Leicestershire County and Rutland Cluster is seeking expressions of interest from providers interested in providing high quality domiciliary continuing healthcare services to appropriately referred and assessed service users of Leicester City and Leicestershire County and Rutland who live within or close to these geographical boundaries. We plan to establish an approved providers list through an 'Any Qualified Provider' procurement to commence in early 2012, with a contract start date of 1.6.2012. Providers will need to be registered with the Care Quality Commission in order to be considered. Please note that under 'Any Qualified Provider' contracts there will be no guarantees of volume or payment in the contracts awarded. The purpose of domiciliary care is to enable service users to remain in their own homes, living as independently as possible. Service Users will principally be adults aged 18 years or over with additional health needs arising from frailty, illness, accident or disability. These people, without support, would have difficulty in maintaining a reasonable standard of life in the community. The service may also be provided to give relief to an informal carer. Services will include providing: a) Non - complex general care including End of Life (Fast track) cases b) Complex care requiring some specialist knowledge or training to people who may suffer: — learning disabilities, — mental health (including dementia), — physical disabilities (including brain injury). It is anticipated that the majority of services will be delivered in the patient's own home. In order to support independent living, in some instances there will be a need to support aspects of their daily living which takes place outside of their home environment. We have identified the following geographical localities which providers will be asked to confirm interest in providing both non-complex and complex care: — Leicester City, — Rutland, — Charnwood, — North West Leicestershire, — Hinckley and Bosworth, — Melton, — Harborough, — Blaby, Oadby and Wigston. Providers wishing to apply for delivering these services can do so by logging onto the East Midlands Procurement eTendering portal, by no later than 5pm, Thursday 5.1.2012: https://emprocurenhs.bravosolution.co.uk/web/login.shtml. The 'Any Qualified Provider' approved list will be re-opened to new entrants at intervals during 2012, subject to assessment. A provider engagement event will take place on Tuesday 13.12.2011, 10am - 12pm at the BRITE Centre, Braunstone Avenue, Braunstone, LE3 1LE. If you wish to attend, please register your interest by directly emailing Mariyam.sidik@leicestercity.nhs.uk by no later than 5:00pm, Friday 9th December. Providers are limited to one place per organisation. In securing services from Willing Providers, the authority needs assurance of competence, quality and safety standards, just as it would for services secured under a formal tender process. Any provider will be eligible to join a Willing PCT-accredited Provider list subject to demonstrating competency against the authority's specified criteria. The Willing PCT-accredited Provider list will be open to new entrants to the market, subject to assessment and any local limitations on list size (detailed in the requirements section). The successful provider(s) will be expected to sign the relevant national NHS contract for the service, accepting all terms and conditions. It should be noted that under the Any Willing PCT-accredited Provider model, there will be no guarantees of volume or payment in the contracts awarded. Organisations will be asked to complete and return a pre-qualifying questionnaire. Notes: It is envisaged that the PCT may require this contract to be assigned or transferred to any successor of the PCT, which shall include GP commissioning consortia or any other commissioning board or body taking on the PCT's functions, pursuant to a direction of the Secretary of State for Health or otherwise. The contract will be binding on successors and assigns of the PCT. The services to which this notice relates fall within Part B of Schedule 3, Part 10 of the Public Services Contracts Regulations 2006 (as amended) (the Regulations). Neither the publication of this notice nor the employment of any particular terminology nor any other indication shall be taken to mean that the contracting authorities intend to hold themselves bound by any of the Regulations save those applicable to Part B services. Neither the PCT nor potential providers will be obligated to further commitment as a result of initial expressions of interest. CPV: 85120000. ...
