Cardiff & Vale University Health Board (UHB) has a single Operator Suite handling approx 1.5M calls annually associated with 6 hospitals (including 2 major teaching hospitals) with a total bed compliment in excess of 1 700. The UHB seeks to purchase a Virtual Operator application to support its Operator staff in progressively handling the majority of its 600 000 internal switchboard calls, with the subsequent prospect of including a majority of the remaining 900 000 external calls. The application will require high quality voice recognition and auto-attendant functionality appropriate to medical facilities, services and departments. UK-Birmingham: financial consultancy services
Thames Tunnel financial advice. The Water Services Regulation Authority (Ofwat) wishes to appoint a service provider to provide financial advice on the development and interrogation of alternative financial delivery vehicles for the delivery of the Thames Tunnel. The Thames Tunnel is an exceptionally large, complex project which is required to meet the Urban Wastewater Treatment Directive, with a risk profile and timescale very different to past investment. These characteristics, together with its very high political profile, mean that it is of strategic importance to Ofwat. In addition to this, the project offers new opportunities for the delivery of assets and regulation. Given this, we are considering financing options outside the normal regulatory model, including the use of third party infrastructure providers (IP). Ofwat requires commercial and in particular finance advice on the range of project and utility procurement and financing models that may be used to deliver this project. The advice will draw on the contractor's experience in the delivery of other major infrastructure projects generally, and also specifically on Thames Water's proposals which have been developed to identify a suitable approach to a third party IP to deliver the Thames Tunnel. The advice will ensure Ofwat is able to: review and challenge Thames Water's approach generally to financing, market engagement, corporate structures specific to an IP; develop and review appropriate regulatory mechanisms to meets its strategy; ensure competitiveness of Thames Water's procurement; support government in its decision making; and ensure value to customers. Currently, we expect the key financial phases to run up to around 2016 when construction is expected to commence. However, given the continually developing work in this area, this date is subject to change. In particular, it is anticipated that the construction commencement date - and therefore the end of the term of this contract - may be subject to delay brought about by factors beyond the control of Ofwat. Additionally, there is potential for the scope of this contract to be reduced from the level currently anticipated, depending upon the development of the proposals for the delivery of the Thames Tunnel. The contract will be let with break points at the end of each phase to allow effective scoping of future phases and/or to reduce or remove phases or discontinue services if these are no longer required. The value of the contract within the estimated range at Section II.2.1 will therefore be subject to change to reflect this. Currently, we anticipate there to be four phases which, subject to change, we expect to run as follows: — first phase to run till the end of 2012, — second phase till the end of 2013, — third phase till the beginning of 2015, — fourth phase till the beginning of 2016. We currently anticipate that the phases will require support in a wide range of areas including but not limited to financial modelling, financing assumptions, accounting (regulatory and statutory) and financial structure (including financing and pricing of debt and equity, investment banking advice and risk allocation between an IP and the undertaker). In addition, due to the scale of the scheme both in terms of technical specification and in cost, we may also require the contractor to have the potential to provide us with insurance risk advice as needed on the construction contract with regards to insurable elements of a large construction project, third party asset protection and market precedents. Key skills and experience Ofwat believes are necessary to delivering this requirement are: — Experience in providing corporate finance and accounting advice (statutory and regulatory) for the financing and delivery of major infrastructure projects, — Experience of corporate and project finance markets and the capacity and ability of the equity and debt markets (bank debt and bond financing) to finance the construction and operation of major infrastructure projects, — Experience in the allocation of risk to and pricing of both debt and equity financiers for the construction and operation of major infrastructure projects, — Experience in the financial aspects of procurement exercises for the financing and delivery of major infrastructure projects, — The ability to provide (or source) advice on the potential for insurance to cover risk on large construction projects, — The ability to work to tight deadlines, — An understanding of the operational, financial and regulatory environment of the water and sewerage sectors in England and Wales. In particular, the contractor will have an understanding of the current regulatory model under which investment is funded in the water sector including the risk sharing mechanisms underpinning the model; and — Experience in financial modelling, in particular, experience in interrogating financial models to understand the interaction of incentives and risk and their impact on the proposed financing and delivery model. The requirement is for the provision of transport services as set out below for the North West London Hospitals NHS Trust, Ealing Hospital NHS Trust, other Trusts in West & North West London both primary and secondary health trusts.
