Enabling retirement savings programme: investment management services - pooled sterling corporate bond fund. National Employment Savings Trust ("NEST") - a low-cost, qualifying trust based pension scheme which has been set up by National Employment Savings Trust Corporation ("NEST Corporation"), is part of a broader programme of workplace pensions reform being introduced by the UK Government. NEST is a defined contribution trust based occupational pension scheme under section 1(1) of the Pension Schemes Act 1993 (c.48) and will be a qualifying scheme for auto-enrolment purposes under the Pensions Act 2008. NEST Corporation is currently undertaking the search and selection process for a specific additional investment fund. NEST Corporation will be the contracting party and ultimate recipient of the investment management services relating to the investment funds. The workplace pension reforms, including onset of employer duties, mean that starting from 2012 employers will have to automatically enrol all eligible jobholders, and when asked by them, any jobholder, into a pension scheme that meets or exceeds certain legal standards. The reforms will be introduced in stages from 2012 with the largest employers affected first. NEST launched in July 2011 on a small scale with volunteer employers, to ensure it is ready for the onset of the anticipated higher volumes of employers and members from 2012. Although in the initial period volumes are expected to be low, in later periods the scheme is anticipated to be one of the largest defined contribution schemes in the European Union. The age of the finance solution, coupled with the fact that there is a decreasing pool of staff able to provide technical support, means that its replacement has become urgent. The Scottish Government Justice Directorate wishes to procure a single consistent Offender Risk and Needs Assessment and Associated Case Management Instrument for use across Scotland by Criminal Justice Social work, in both a Local Authority and Scottish Prisons Service setting. The contractor will be required to implement a solution which recognises and takes into account succession planning and/or linkage to existing offender assessments being performed, and ongoing case management in progress, with offenders using the current instrument. The instrument must be supported by validated research data, confirming applicability for use with male and female offenders aged 16+. While there is not a mandatory requirement for Local Authorities or the Scottish Prison Service to adopt/use the single consistent Risk and Needs Assessment and Associated Case Management Instrument, recent project work through 2009 to 2011 has succeeded in introducing a single standard method and pressure exists to ensure agencies apply Risk and Needs Assessment and Associated Case Management in a consistent manner using a consistent instrument. Delivery of a suitable Instrument must also include due consideration of training requirements for staff and supporting IT systems for capturing; tracking and sharing Risk and Needs Assessment and Associated Case Management information across the 32 Local Authorities and Scottish Prison Service within Scotland. The current risk and needs Assessment method is provided using LS/CMI. Approximately 1100 Local Authority and Scottish Prison Service staff are trained in the use of this method and associated IT system supporting the method. Where the proposed method is not currently in use, or is not currently configured for the Scottish environment, the contractor will be responsible for the configuration of the method for the Scottish environment, together with the associated design, build, test and implementation of a suitable IT system to support the instrument. Where staff have not previously undertaken training or accreditation in the use of the proposed instrument, the contractor will be responsible for the development and delivery of training courses and associated training material.
