The Red Lion Quarter is a unique multi-use development in Spalding, Lincolnshire offering the following mix of business and leisure services: — Modern office and retail units — Meeting rooms and event space — Fine dining restaurant — College of further education the project was managed by a partnership consisting of South Holland District Council, East Midlands Development Agency, Lincolnshire Enterprise, Boston College and Lincolnshire County Council. Together they secured funding and developed a sustainable centre of mixed business use. South Holland District Council wishes to build upon the progress already achieved, and move Red Lion Quarter forward to develop fully the building's potential and help deliver against the project's longer term aspirations. To do this, the Council intends to award a contract to one or more organisations for the future management and development of the centre. Ideally these will be organisations who not only possess the necessary skills, experience and, especially, business flair, but who also share the Council's vision of what could be achieved. The Council is adopting a flexible approach to the exercise, in order not to stifle innovation or decide in advance the business model which may ultimately prove the most suitable. Organisations who are considering making a bid to be involved in the future of the Red Lion Quarter should note the following points: — The Council does not at this stage have in mind any specific structure for the new management arrangements. Options which we anticipate may come forward from bidders include: o A head-leasehold arrangement, in which a single organisation will be appointed by the Council. The contract may be on a "turn-key" basis, with the appointed organisation effectively assuming entire responsibility for the centre. Their role would include marketing the centre, letting the business space and retail units to suitable tenants (sub-leaseholders), collecting rents and looking after all tenancy matters, and "facility-managing" the building. o A consortium bid from two (or more) organisations who can each contribute complementary expertise and experience, so that between them they can offer a complete, comprehensive solution. Within such a consortium, we would expect one of the constituent organisations to act as the lead member, and assume overall responsibility for the actions of the consortium, and be a single point of contact. o Bids from organisations wishing to manage part of the building – for instance, the food court, or the office space. Such an approach may appeal to a suitably experienced firm who possess ambition in their own field, but does not wish to assume responsibility for elements with which they have less familiarity. DEG invests in profitable projects that contribute to sustainable development in all sectors of the economy, from agribusiness to infrastructure and manufacturing to services. The financial sector is a further focus in order to facilitate reliable access to investment capital locally. For DEG the implementation of risk adequate Environmental and Social Management Systems ("ESMS") is an essential part of today's best risk management practice. In this context DEG's financial sector clients are required to develop, implement and maintain an ESMS for better assessing, mitigating, documenting and monitoring impacts and risks associated with financing and investment. DEG's financial sector clients are also required to nominate an Environmental and Social Compliance Officer; provide adequate training of their staff; and measure the continuous progress through an Annual Environmental and Social Compliance Report. DEG seeks to support Financial Institutions (FI) and Private Equity Funds (PEF) clients in the process of developing and implementing adequate Environmental and Social Management Systems to manage their specific environmental and social risks by providing guidance and advice. NL-Rotterdam: wind-energy generators
Market Consultation Wind Park Maasvlakte 2. The Port of Rotterdam Authority and the Dutch government are investigating the possibilities of realising a wind park on the sea defence of Maasvlakte 2, the large-scale land reclamation for the expansion of the Port of Rotterdam. The location on the sea defence of Maasvlakte 2 is rather exceptional. It is an on shore location with the potential to generate more than 100 MW of wind energy, with excellent (off shore) wind conditions. On the other hand, a number of issues require attention at this location. The space available for incorporating wind turbines is restricted by reservations for cables and pipelines and by the required safety of the sea defence). The Port Authority and the government are mapping out the preconditions that are pertinent to the realisation of this kind of wind park. In addition, the Port Authority and the government want to gain insight into what the market sees as possibilities for a wind park on the sea defence of Maasvlakte 2. For this purpose the Port Authority has set up a market consultation, and invites interested parties to participate in the consultation.
