The emergency response carer service is a new service that will provide 24/7 crisis response for known family carers living within the Borough of Telford & Wrekin for up to a period of 72 hours. Currently there is in the region of 1 500 known carers in the Borough of Telford & Wrekin. It is anticipated that around 500 of whom will register for this service. DFID wishes to engage a Service Provider (SP) to manage a Nigeria Stability and Reconciliation Fund (NSRF). The NSRF will provide grant funding to improve conflict early warning and response capacity and coordination and effective interventions that reduce injuries and death caused by violent conflict (eg. in the Niger Delta, the Middle Belt and the North East). It will also support innovative approaches to increase civic engagement promoting peaceful resolution of conflicts, reduce violence against women and strengthen their contribution to peace building. The SP will (1) refine the programme design, and (2) implement the programme by providing technical and advisory inputs, day-to-day management including provision and management of grants and oversight of the programme. The estimated budget for the implementation phase is between 20 GBP and 25 GBP million for a 5 year period. This includes but is not limited to management, grant disbursement and pre-financing costs. Progression from the inception to implementation phases will depend on DFID's acceptance of the project business case, agreement on costs (IE the proposal continues to be the most economically advantageous) for the implementation phase and satisfactory performance of the SP during the inception phase.
