Improving Agriculture and Rural Markets in Northern Nigeria. General management consultancy services. DFID wishes to engage a Service Provider (SP) to manage its new programme, Improving Agriculture and Rural Markets in Northern Nigeria (IAMiNN). IAMiNN will provide income and employment opportunities for people "at the bottom of the pyramid" living in rural areas in Northern Nigeria, especially women and adolescent girls, and to unlock their economic potential. The SP will deliver technical and advisory assistance, day-to-day management support, and the management of innovative grant facilities, and oversee implementation of this DFID funded programme (22 000 000 to 27 000 000 GBP) for the full life of the project. The contract will be for 6 years, including a design phase of 1 year during which the SP will prepare the Business Case for the next 5 years. It is expected to start in September/October 2011. The SP will develop innovative interventions using the "Making Markets Work for the Poor" (M4P) methodology, an innovative approach to promote systematic change in markets benefiting poor people and other vulnerable groups. CP725-11. Rural broadband project. Devon County Council and Somerset County Council are committed to improving rural business productivity through enabling access to broadband connectivity and technology. In collaboration with strategic partners, the councils are looking to provide faster connectivity to selected rural areas currently experiencing very poor or no connectivity (< 2 Mbps). This project will provide an opportunity to deploy the most appropriate and effective technological solutions in each area to deliver reliable and faster connectivity. In taking forward this initiative, DCC and SCC are seeking to: — Significantly raise awareness within the businesses and communities of the economic and social benefits that can be realised through the use of appropriate ICT to augment business processes, improve sales turnover, realise efficiency savings and aid better communication, — Create a blue print for the implementation of rural broadband solutions that can be shared with any rural community, — Support green working in selected communities by providing the appropriate technologies and skills to enable working from home, or a local hub, — Reduce community isolation and overcome any digital divide through improved access to services through effective and greater use of ICT. A detailed breakdown of the project's objectives and targets are provided for information within the tender documentation. Funding contributions have been successfully sought from the European Rural Development Programme for England (RDPE) and Devon County Council's own resources, and tenderers must note that the RDPE physical infrastructure element of this project (lot 1) must be completed by March 2012. Delivery of lot 2 must be completed by midsummer 2012. The project aims to address some particular goals and challenges for rural Devon and Somerset border areas that currently experience no connectivity ("not spots") or very slow connectivity speeds (under 2 Mbps). In line with European Commission Community Broadband Guidelines, the project is taking a technology-neutral approach. Innovative solutions that will offer the optimal technology solutions, can be delivered in a sustainable manner and work within time and budget, are encouraged. These conditions are explained more fully within the tender documentation but the rationale behind this single tender exercise is to achieve maximum economies of scale, value for public money and to fully test out the communications sector in terms of delivery options and technology solutions. In line with the European Commission Community Broadband Guidelines local authorities are tasked with ensuring maximum re-use of previous investment in infrastructure such as wide area networks (WAN) or public sector networks (PSN). These potentially offer up a cost-effective solution for carrying data traffic back to the core network. Details of this option are available on request from the PSN service providers and contact details are provided in the tender document. Devon County Council is therefore seeking to enable access to the additional capacity, technical capability and geographical coverage that exists in the current physical network infrastructure, without the need to replicate a new network across the County. Somerset County Council has also indicated that its public service network supplier is willing to engage in discussions regarding open access to ducts and poles as part of the "Rural Broadband Project" solution. Tenderers are therefore encouraged to take up these opportunities for further direct dialogue with the WAN suppliers to develop innovative solutions to the tender requirements. Overall objective & requirements of the rural broadband connectivity initiative: The primary objective is to provide NGA compatible broadband connectivity to communities within specific geographical areas. Each area is defined by its rurality, some level of economic deprivation, current poor broadband connectivity but relatively high levels of business activity. The target areas and mapping data is included with this tender.
