Guildford town centre regeneration programme: appointment of strategic property consultants. The contract is for the provision of strategic property advice necessary to enable Guildford Borough Council ("the Council") as a major land owner to identify and implement or facilitate development opportunities within Guildford town centre. The Council requires strategic property advice to ensure a sound financial return from its property holdings in Guildford town centre and to ensure that the town centre retains its place as a major shopping destination in conjunction with the provision of full supporting public infrastructure necessary to maintain the economic growth of the town. The strategic property advice required will include the identification of appropriate development opportunities and effective arrangements with other land owners or investors to bring about the Council's strategic objectives in line with the vision in the Guildford town centre master plan (www.guildford.gov.uk/planning) (currently in draft and due to be adopted in May 2012) and prevailing planning polices. The advice must take account of the Council's position as local authority and public sector body. The appointed consultant will be required to provide oral and written advice in relation to land acquisition (including compulsory purchase), disposal, valuation and development programming and to undertake negotiations on behalf of the Council where applicable. The consultant will be required to assist with selection of a development partner or development consortium on behalf of the Council, having regard to achieving best consideration for the Council and complying with all prevailing procurement procedures. This could include advice about land transactions, acquisitions and commercial property agreements. In addition the appointed consultant will be required to provide advice about the allocation of resources and project management to deliver the development strategy referred to below and to attend meetings with councillors, Council officers and others as required. The work requires a service provider with a proven track record of delivering major urban regeneration projects from inception through to implementation to a consistently high standard. Specifically, the appointed consultant will be required to produce within the first 12 months of the appointment: (i) A development strategy, including an implementation programme, for the town centre for the next 15-20 years in relation to land in the Council's ownership and (ii) A report on the opportunities for regeneration in relation to an existing shopping centre in the town centre, having regard to current contractual arrangements.
