Study on the situation of third-country nationals pending postponed return/removal in the EU Member States and the Schengen associated countries. The purpose of this contract is twofold: 1. Study: — to obtain an inventory detailing the legal requirements and conditions in the Member States and Schengen associated countries concerning the treatment of third-country nationals during periods for which return/removal has been postponed. Considering in particular the rights expressly mentioned in Article 14 of the Directive 2008/115/EC (family unity, health care, education, needs of vulnerable persons, papers) as well as other pertinent rights (such as access to the labour market and material reception conditions) not mentioned in Article 14 but in practice granted by Member States to this category of persons, — to obtain an overview on the conditions under which Member States grant a right to legal stay to the category of persons covered by this study and on the rights afforded to the third-country nationals by these permits. If no permit is granted and individuals are tolerated only 'de facto', describe which rights are attached to such 'de facto' toleration, — to evaluate the experiences of Member States/Schengen associated countries in the application of the rules mentioned above, — to put in the study a particular emphasis on verifiable evidence and data. 2. Schemes for fossil fuel greenhouse gas upstream reductions — desk study of projects and evaluation of methods. This study pertains to reduction of associate petroleum gas emitted during extraction and processing of fossil fuels. The first objective of this study is to describe the technical, economic and regulatory variables that affect the potential for improving/incentivising upstream GHG reductions. The key to reaching the first objective is to present the most economically preferred approaches utilised to date with the use of marginal abatement curves (MACs) for upstream GHG reductions and to conduct sensitivity analysis on the pertinent technical, economic and regulatory parameters to highlight potential economic drivers that could facilitate further investment in GHG reductions. If results of the parametric sensitivity analysis yield a significant impact on the cost-benefit equation of reduction projects then this should be specifically highlighted with the help of MAC curves in order to inform the process of approving GHG estimating and validating methods. The second objective is to develop guidelines and principles for development of methods/best practices for measuring and verifying GHG emission reductions and guidelines for legislators for screening, evaluating and selecting existing and future schemes, carbon credit standards or certification programmes that ensure that GHG emission reductions are aligned with the requirements prescribed in the draft implementing measure. Construction works framework. The University is looking to appoint a number of firms onto a construction works framework who will be able to undertake various types of construction works at the University to include but not limited to demolition, new build, refurbishment, decoration and landscaping/external works. All works on the construction works framework will be below threshold works of 4m and under. Works in excess of this threshold will not fall within this framework and will be advertised separately.
