Health and Social Care (HSC) is the largest of the public service sectors in Northern Ireland and is comprised of the following main organisations, supported by a number of smaller agencies and professional councils: 1) Health and Social Care Board; 2) Public Health Agency; 3) Patient and Client Council; 4) Belfast Health and Social Care Trust; 5) Northern Health and Social Care Trust; 6) South Eastern Health and Social Care Trust; 7) Southern Health and Social Care Trust; 8) Western Health and Social Care Trust; 9) NI Ambulance Service Health and Social Care Trust; 10) Business Services Organisation (BSO). With a total annual budget of some 4 billion GBP, these organisations deliver a wide and diverse range of services to the population of Northern Ireland. They each have different organisational structures and many operate from a number of locations which are geographically dispersed across Northern Ireland. The HSC sector employs some 70 000 staff which incorporates a multiplicity of disciplines including, for example, medical, dental, nursing, social care, podiatry, radiography, physiotherapy, scientific, ambulance, administrative/clerical, ancillary and general, estates and works and maintenance staff. The remuneration of these staff is administered under 2 pay systems, one for doctors and dentists and the other, known as agenda for change (AfC), is applied to all other staff groups. Across the HSC organisations, there are approximately 650 staff providing a wide range of HR services associated with, for example, remuneration, recruitment, employee relations, retention, learning and development, registration, workforce planning, deployment and the overall management of what is a large and diverse workforce. The effective management of the HSC workforce is dependent on timely and accurate staff and other management information to facilitate, for example, the monitoring of some 75 600 job applications per annum, long and short-term vacancies, nursing and other staff groups attrition rates, absence and spend on learning and development etc. Each of the main HSC organisations has a Finance department carrying out a full range of functions; ledger accounting (general ledger, creditors ledger, debtors ledger), accounts payable, assessments for income, customer invoicing, accounts receivable, credit and bad debt collection, payroll, travel and expenses payments, planning budgeting and forecasting, financial accounting and reporting, management accounting and reporting, Tax / VAT accounting, costing and fixed asset accounting. In total, these departments employ around 1 000 finance staff across the organisations and are geographically dispersed across Northern Ireland. These staff carry out approximately three million financial transactions per annum. They pay 1 100 000 invoices, process 210 thousand receipts, produce 1 500 000 payslips and process 200 thousand travel and subsistence claims. The Department of Health, Social Services and Public Safety (Dhssps) undertook a feasibility study which concluded there were financial and operational benefits to be gained from the introduction of a shared services organisation providing business and other common services to HSC. The DHSSPS concluded that a BSO should be established with responsibility for managing and delivering these business and other common services including HR, payroll, travel and subsistence and finance, procurement and logistics transaction processing services to all HSC organisations in a shared services environment. This contract will mean the replacement of the current human resources, payroll, travel & subsistence systems, which are currently used by the HSC Board, Public Health Agency, Patient Client Council, Trusts, BSO and other HSC organisations across Northern Ireland. The new systems will be used by all of these organisations and will facilitate the development of the BSO to provide a range of shared services. It is anticipated that the implementation of a new human resources, payroll, travel and subsistence system across all HSC organisations, including the introduction of new and standardised processes, will facilitate the delivery of efficiencies given the opportunity to streamline processes through the use of modern system functionality including workflow and self-service. The introduction of the new human resources, payroll, travel and subsistence system will provide HSC organisations with an opportunity to: — Increase efficiency providing a reduction in the total cost of the business functions, — Minimise operational risk, the risk of system failure or resource unavailability, — Improve resource management by improving the quality, timeliness and accessibility of financial, procurement and workforce management information available to health and social care managers and leaders, — Improve the quality of the service provided to the HSC by the business functions, — Ensure that the governance and accountability arrangements are appropriately established, — Standardise and simplify processes through the introduction of modern, integrated technology solutions, to introduce standard, simplified and automated processes which reduce or eliminate reliance on manual intervention. The system solution(s) will allow process innovation, be adaptable and allow for leverage across multiple clients whilst ensuring that there is minimum disruption to service. The procurement of the new human resources, payroll, travel and subsistence system will optimise risk transfer associated with system management, availability and delivery and establish clear accountability arrangements.
