C01 detailed design of the light rail construction stage 3 of Bybanen, Rådal - Flesland. This notice covers the procurement of engineering design for the third construction stage of Bybanen. It includes the preparation of detailed plans, procurement documents and construction plans for the third construction stage of the light rail project and follow-up activities during the of construction and warranty periods. The commission comprises all the planning and design works from Rådal to Bergen Airport Flesland. It includes preparatory work, the dividing and detailing of substructure works and the dividing and detailing of superstructure works. The sub- and superstructure works include ground works, tunnels, track, terminals, stop points, power, signal and telecommunications works, engineering and information systems. The commission also includes handling noise reduction measures, the planning/handling of the rerouting of traffic and other substructure design/technical needs. The agreement will include services as, e.g. current operational tasks, emergency preparedness/non-planned work, snow clearance, applications and documentations. The agreement will be based on hourly rates. UK-York: retirement home construction work
Lowfield care village. The notice involves the establishment of a framework agreement: no Retirement home construction work. Nursing home construction work. Residential homes construction work. Daycare centre construction work. Daycare services. Construction work for subsidised residential accommodation. Construction work for social facilities other than subsidised residential accommodation. Development of residential real estate. Residential property services. Residential health facilities services. Residential nursing care services. Background: City of York Council has conducted a review of its nine Council owned and operated Elderly Persons Homes (EPHs). The review concluded that these ageing buildings were no longer fit for purpose and a widespread public consultation has supported the Council's vision for replacing them with two new residential care homes on the sites of existing care homes and an elderly people's care village on a much larger site at Dijon Avenue, Lowfield in Acomb, York. This six acre site was previously occupied by Lowfield School. It is an ideal site on which to build a state of the art care village facility where elderly people can be safe, secure and have their care and social needs met. The review also concluded that future residential care provision would see a greater demand for dementia and high dependency care. There is an ongoing need for standard residential care but this has reduced in recent times as more people are choosing to stay at home and be supported by increased choice and availability of support mechanisms. What needs to be on the Lowfield site?: The Lowfield Care Village will be part of a 3 year modernisation programme which will eventually see all nine existing homes close and be replaced by the new builds. It is envisaged that most of the current residents in the Council's homes will move to the new facilities. Although in the longer term emphasis is likely to be on dementia care the majority of our current residents are not in this category. The accommodation in the care village will therefore need to be very flexible to allow for a transition in use over time. Commissioners estimate that 90 residential care beds will be required on the Lowfield village. The site must also contain a mixture of apartments and bungalows suitable for older people with varying care needs. It is expected that an older person living in the village will be able to access care and support in a similar way to those who will live in the residential care home area of the site. Some of the apartments and bungalows will therefore fall into the broad category of supported or extra care sheltered accommodation. Within the initial concept of the Lowfield site it was considered that two residential homes would be required to make up the required 90 beds. A 'Social Hub' would be built central to the village and offer daycare and social facilities to the care home residents, the other village residents as well as to the external community. It was considered that the apartments and bungalows would be for affordable rent, shared ownership or to sell on the open market. Affordable Housing needs to be provided in accordance with the Council's approved Dynamic Model approach. Currently the requirement is 25 % affordable housing (not including the 90 bed care home), it should be noted that this target is to be amended annually. The development therefore will be need to meet the current dynamic target at the time of submission unless it can be justified that this is not viable through a viability appraisal. The homes should be 70 % for social rent and 30 % for discounted sale or shared ownership and reflect pro-rata the mix of bungalows and apartments being built for outright sale. Whilst it was originally envisaged that 90 flexible en-suite bedrooms would be required within the residential care home the Council is seeking innovative ideas underpinned by the very latest dementia care design. Consequently the accommodation criteria are not so prescriptive as to exclude the idea that some of the residential beds could be configured as supported accommodation for people suffering from dementia. It is the Council's ambition that some of the income generated from the sale of the apartments or bungalows could fund the build costs of the social hub. The desire to maintain the ethos of a "care village" alongside the viability of funding a social hub will need to be considered in the design and density of the accommodation to be available. Possible options for funding, developing and operating the care village: The funding arrangements remain flexible at this stage and the range of possible solutions is likely to vary considerably. The Council wishes to hear the market's views on what possible solutions it considers viable for the Lowfield site and a response form is available to download from http://scms.alito.co.uk for this purpose. Although six acres are immediately available for the care village the whole of the Lowfield site totals thirteen acres. This additional area is currently used for playing fields but it is possible that this could at some point in the future become a second development phase offering an additional mix of accommodation which would be expected to complement the residential care village. Timescales: Whilst there may be some flexibility around timings for completion the current aim is to have a works contract in place by late 2012 and the residential care element of the build (at least) completed by April 2014 with the remaining accommodation being completed soon after. Expressions of interest: The Council is keen to hear from a range of agencies that are able to demonstrate previous experience and direct involvement in the latest design and build or design, build and subsequent operation of a care village for elderly people. The design build and operation of care villages for the elderly is a very specialised area and the Council is only interested in hearing from those organisations that are abreast with the latest developments and have a capacity to complete the work in line with the Council's timescales. It is not expected that organisations involved purely in the construction or building industry would have the necessary experience to be able to respond to this expression of interest. Similarly organisations solely involved in the direct provision of care would also not be expected to respond. Although the project is not at a formal procurement stage we are interested to hear your thoughts for the site and what you feel is a viable option. UK-Bedford: road-maintenance works
UK - (Bedford): A14 Huntingdon Railway Viaduct Enhanced Half Joint Strengthening. The successful Contractor will be required to fabricate and install structural steelwork beams to the underside of the existing viaduct, carrying the A14 dual carriageway trunk road. The scope of work shall also include the design and installation of enabling temporary works, removal of existing steelwork beams, and the installation of substandard headroom traffic control measures and modifications to the local road. Major constraints are working at height above the East Coast Main Line Railway, railway station car parks and local road (B1514 Brampton Road). The A14 trunk road, the railway and local facilities are to have minimal restrictions during the works. The works include working within the confined space of the existing bridge deck.
