B-Brussels: delivery of audio-video interpreting tests to candidates for EU careers
Delivery of audio-video interpreting tests to candidates for EU careers. EPSO wishes to enter into a framework service contract for delivery of audio-video interpreting tests to candidates participating in open staff selection procedures for conference interpreters for the EU institutions. This test will be provided on computers and supervised in test centres in the 27 EU Member States. The contract will include delivery of video files to candidates and recording of their interpretations. The general requirements can be summarised as follows: Test delivery and testing environment: — delivery of video files to candidates and recording of their interpretations according to the standard set in this contract notice, — provision of a secure, highly-reliable, professional, modern and easily-accessible network of test facilities for computer-based testing spread equally (at least 1 test centre in each Member State) and geographically balanced throughout the territory of the European Union (the existing 27 Member States with the option to later include countries currently negotiating their entry into the EU — Croatia, the former Yugoslav Republic of Macedonia, Iceland and Turkey — and those potentially becoming Member States at a later stage — countries of western Balkans); all testing venues must be accessible to reduced-mobility candidates, — provision of optimal and efficient capacity planning to ensure enough testing places and maximum flexibility for candidates, spread evenly through the testing period, including testing possibilities during the weekend and in the evening hours, — provision for a customer-friendly online re/scheduling and management tool of testing appointments for candidates, — maintenance of comprehensive records covering any anomalies, incidents, technical problems, complaints or disturbances during each testing event, including a fast escalation process of all eventual issues to EPSO, — all tools relating to the testing environment have to be, for the time being, accessible in German, English, and French. Candidate care and contractor's staff: — provision of appropriately trained and professionally competent staff for invigilating at the test centres and assisting candidates in case of need, guaranteeing equal conditions for all candidates, — provision of an adequate and professionally-run call centre to accommodate candidates' queries (e-mails, phone calls) and to provide assistance, advice and help with candidates' problems, — staff dealing with candidates have to be linguistically proficient; all written communication with candidates has to be of a very high standard (native speaker level) and has to be conducted in German, English or French. Staff in the test centres should be fluent in the local language as well as at least 1 of the following 3 — German, English, French, — compliance with relevant rules when accommodating handicapped candidates. IT support: — provision of all IT equipment necessary for the delivery of tests, including microphones and headphones according to the specifications and to record and store the interpretation files of the candidates, — provision of back-up systems in case of data corruption, power failures or other computer or system failures to ensure business continuity, — provision of secure transfer of candidates' recordings to EPSO, — provision to exchange booking and testing data in a format agreed with EPSO. The future of European technology providers in the global telecommunications market — SMART 2011/0042. The study aims at achieving 2 interrelated objectives.
