Human Resource Management Information System (HRMIS) and Payroll Project. The contract is for the provision and implementation of a new Human Resource Management Information Systems (HRMIS) and Payroll system to run a modern and effective HR service. The HR and payroll modules should be fully integrated. Functionality tailored to the higher education sector would be of interest. LSTM is considering a number of options including i) to run the entire system in-house, ii) to have the infrastructure hosted externally or iii) to have a fully managed service provided for HRMIS and/or Payroll. Consultancy services for the Evaluation of the Danida Fellowship Centre (DFC). Danida Fellowship Centre (DFC) was founded in 1990 to manage and implement the Danida supported Fellowship Programme. The Fellowship Programme supports capacity development (CD) in developing countries (primarily, but not solely, Danida's programme countries) by organizing and/or implementing CD support in terms of courses, study, research, study tours, seminars, etc. in Denmark as well as in developing countries. Over the years, considerable resources have been allocated to the Fellowship Programme. In recent years, DKK 60 million per year have been allocated on the bill of finance. Danidas Evaluation Department now wishes to commission en evaluation of the support to the Fellowship Programme under DFC. The overall purpose of the evaluation is to document and assess the supported activities and the related results, both with regards to the specific objectives and the overall aims, so as to contribute to both accountability and learning. By implication the evaluation must assess the different achievements, as well as the framework and processes for bringing the results about The evaluation is expected to apply the OECD-DAC evaluation criteria, with the emphasis on relevance, effectiveness and efficiency. The evaluation is expected to have its main focus on the period 2008-2011, with consideration of the earlier period (especially 2001-2008) as well, as may be relevant. The evaluation is expected to be based on both quantitative and qualitative methods. The evaluation should be able to draw on expertise with regards to the relevant field of teaching, learning and capacity development. Comparative information on other (like-minded) donors support to the areas should be included. The evaluation is expected to include visits to local institutions which run DFC courses in developing countries and/or countries, from which a substantial number of participants have come. The final selection of countries is to be decided during the inception phase, but it is suggested that Uganda and Ghana are considered.
