The Norwegian Directorate of Health (hereafter referred to as Helsedir) invites suppliers to submit tenders for follow-up evaluation of grants for municipal addiction work. The task shall be executed by an external contractor to ensure an independent evaluation of the scheme. The evaluation has both a social scientific part and a part that is related to how the management of the scheme is exercised. 1. Evaluation of the social-scientific part of the scheme: The evaluation of the social care section should identify ways of working and organising solutions in municipalities that receive subsidies that inhibit or promote opportunities for young people with an emerging or established substance abuse to ensure that they are offered a service that is comprehensive, accessible, coordinated and personalised. This procurement is for Bergen Bolig og Byfornyelse KF (BBB) and comprises a framework agreement for caretaker services for the municipality's residential buildings. The procurement is for the caretaker services within inspection and general operational assignments of residential buildings that consist of approx. 5 000 residential units in Bergen municipality. The residencies consist of both ordinary rental residencies and residencies for persons with special needs. The caretaker service consists of general inspection and operational related assignments with buildings, as well as handling and cleaning boss containers. The operative operation of the properties is divided into 3 areas, of which area 1 covers the districts: Bergenhus, Åsane and Arna. Area 2 covers the districts Landås, Laksevåg and Fyllingsdalen. And area 3 covers the districts Løvstakken, Fana and Ytrebygda. The service provider shall have manned duty rota every day (including Sundays/public holidays) between 8:00 and 23:00 and shall turn out when the house owner would like assistance. In addition spare parts shall be procured for the existing turnouts. Therefore the coordinates of the sleeper placement as well as the placement of holes in the sleepers is the same as in the existing turnouts. Turnouts in vignol rail shall be delivered in the rail types 49E1 and 54E3. It shall also be possible to deliver with crossing with movable point. Turnouts for grooved rail shall be delivered in rail types 60R2 and 53 R1. Points both in vignol rail and grooved rail shall be test assembled in the workshop for control and marking and disassembled before delivery. If needed, the supplier shall be able to assembly points in 60R2/53R1 noise reducing materials of type Strail, Phønix, Edilon/Sedra or equivalent. The supplier shall also be able to assemble noise reducing mats (USP) on sleepers. All the noise reducing materials will be delivered by KTP.
