Conducting the transnational project management within the ETC Alpine Space Project "C3-Alps - Capitalising Climate Change Knowledge for Adaptation in the Alpine Space". "C3-Alps – Capitalising Climate Change Knowledge for Adaptation in the Alpine Space" is a transnational project funded by the Alpine Space Programme within the European Territorial Cooperation 2007-2013 objective. The project has been newly approved in May 2011 under the Programme's 3rd call for project proposals. Project implementation will start on 1.1.2012; the project will run for 3 years until 31.12.2014. The project partnership is composed of 17 partners from seven Alpine Space countries. In addition, more than 20 project observers will be involved in the project via an Advisory Panel. The Environment Agency Austria (Umweltbundesamt GmbH) acts as the Lead Partner of the project. The objective of C3-Alps is to synthesize, transfer and implement in policy and practice results of previous Alpine Space projects on climate change impacts and adaptation. By capitalising on available climate change adaptation knowledge and focusing on the information and user needs of target groups, the project aims at: a) generating new and directly usable forms of state-of-the-art synthesis adaptation knowledge in the Alps, harmonized across sectors and useful to adaptation decision-makers; b) its effective and tailor-made communication and transfer to target groups; c) analysing the performance of existing adaptation policies in Alpine countries and enhancing the effectiveness of adaptation policy and governance frameworks, and; d) providing cross-cutting adaptation strategies, decision support and options for action and initiating, supporting and pioneering tailored adaptation processes, policies, and action plans in Alpine pilot regions and municipalities. On behalf of the project partnership, the Lead Partner Environment Agency Austria is seeking a contractor to conduct the transnational project management and to support the Lead Partner and all project partners in all related tasks and activities. Tenderers are expected to assure the highest possible quality and efficiency in fulfilling the rules and requirements for project implementation of the Alpine Space Programme (www.alpine-space.eu). The tenderer is expected to fulfil the following overall requirements: — Experience in managing and coordinating large EU projects, in particular of transnational projects within the Alpine Space Programme, and proficient knowledge of the Alpine Space programme as such, including especially the programme rules and requirements for project implementation. Experience in the Lead Partner role, or experience in transnational project management in support of the Lead Partner, respectively, in projects of the Alpine Space Programme will be considered as evidence that the tenderer is able to meet this requirement. — Proficient knowledge in the field of climate change adaptation as well as a consolidated understanding about the strategic and political processes and the institutional landscape in the Alpine Space countries as well as in the European Union in this field. — Proficient knowledge of the programme language English in reading and writing is mandatory. Knowledge of additional languages of the Alpine Space countries, in particular of German in order to facilitate smooth and efficient communication with the Austrian Lead Partner, is regarded as an extra value.
