Service Concession for the Operation of 2 visitor sites Clonmacnoise, Skillig Experience. In accordance with Article 17 of Directive 2004/18/EC, service concessions are not covered by any of the provisions of said Directive. Consequently, this notice is published on a voluntary, non-mandatory basis. Moreover, Fáilte Ireland is employing the negotiated procedure and shortened timescales in respect of this competition. Fáilte Ireland was established in 2003 under the National Tourism Development Authority Act to guide and promote tourism as a significant driver of the Irish economy. It provides both strategic and practical support to develop and sustain this country as a high-quality and competitive tourist destination. Fáilte Ireland acts as a corporate resource for tourism professionals and service providers at local, regional and national levels. It provides those involved, or considering becoming involved, in Irish tourism with a one-stop-shop to meet their business or professional needs. 2. Scope of requirements Fáilte Ireland wishes to award a service concession in two lots to operate the following sites, in respect of which Fáilte Ireland currently offer a visitor service: Lot 1 Clonmacnoise: A retail (primarily) and information service adjacent to the site managed by the OPW at Clonmacnoise, Co Offaly. Turnover in 2010 was over 146 000 EUR on the basis of 32 000 visitors (30 000 up to end of October 2011), serviced by four staff members, operating from March to November each year, approximately. Lot 2 Skellig Experience: A visitor attraction called The Skellig Experience sited on Valentia Island, Co Kerry. The Skellig Experience site is about 1.8 hectares in size. It is approximately 300 metres from Portmagee village across the bridge which links Valentia Island to the mainland. It is an interpretative centre set into hillside (ca.450 m² gross floor area, of which 190 m² is devoted to a set of exhibits and a 90 seater interpretative theatre, with the balance comprised of a self-service restaurant, retail sales area and services), together with parking for ca. 45 cars and also a pathway leading from the building to the causeway and pontoon about 100 metres away. Turnover in 2010 was over 240 000 EUR on the basis of 27 000 visitors (35 000 up to end of October 2011), serviced by one staff member and 9 seasonal staff, operating from February to December each year. Applications may be submitted for one or both Lots. The duration of each concession will be 5 years, subject to satisfactory annual review of performance and terms and an initial 2 year period. The contracting authority also reserves the option to extend the concession for a further 3 years at the end of the initial concession period.
