250/IOB Renewable Energy - Qualitative Studies A series of impact evaluations on renewable energy within the context of development cooperation are currently being conducted. The impact studies will be used for a policy evaluation of the Promoting Renewable Energy Program (PREP), planned for 2014. The framework Terms of Reference for this series of impact studies can be downloaded. In addition to the framework Terms of Reference for the series of impact studies specific Terms of Reference for planned studies in Rwanda and Indonesia are attached. The selection of countries, programmes and projects for impact evaluation is expected to cover a broad spectrum of interventions. In February 2010 a framework contract was signed with the consortium Rheinisch Westfälisches Institut für Wirtschaftsforschung (RWI) and the Institute of Social Studies (ISS), The Hague, for the conduction of quantitative impact studies for these impact evaluations, as identified in the country Terms of Reference. In addition to a framework agreement for the quantitative elements IOB has set out to tender a framework agreement for specific qualitative studies to be undertaken within the series of impact evaluations of Renewable Energy programs and projects supported by the Netherlands. Planning Advisory Service Impact Assessment. This tender is for the provision of evaluation and survey services to the Local Government Association (LGA) and its related organisations. Specifically the requirement is focused on the delivery of one of its programmes – the Planning Advisory Service (PAS). PAS is a programme funded by the Department of Communities and Local Government. It helps councils understand and respond to the reform of the planning system. Originally created in 2004 it has recently been funded for a further four years, from April 2011 to March 2015, although this contract term cannot be guaranteed as it is dependent on annual review. We require one supplier to carry out impact assessment and evaluation for the life of this programme. This will be used to understand whether PAS work is well received by councils and what sort of lasting benefits it brings. It will involve you: — carrying out an annual "state of the nation" survey to establish what the needs of PAS's stakeholders are, — follow up on delivery of PAS services and the impact we have had, — carry out occasional studies and surveys as required by us and our stakeholders, — create an annual report bringing together the feedback and the survey to help inform decisions on PAS work programme.
