Establishment of 3 single-party framework agreements concerning financial services. The Grangegorman Development Authority (GDA) is a statutory agency established in 2006 to redevelop the Grangegorman site in Dublin city centre. The challenge is to plan for and implement a complex, multi-phased development that provides: — a high quality area with physical linkages to Smithfield, Phibsborough, Prussia Street, and the City Centre, — new health care facilities for the Health Service Executive (HSE), — new urban campus for Dublin Institute of Technology (DIT), — new arts, cultural, recreational and public spaces to serve the community and the city, — primary school, public library and children's play spaces, and, — complementary mixed-use development. GDA proposes to engage in a competitive process for the establishment of three (3) single-operator framework agreements for financial services as follows: — Lot 1- economic & tax advisory services, — Lot 2 - internal audit services: procurement and risk management, — Lot 3 - internal audit services: governance and internal procedures. While interested economic operators will be allowed to apply for one or all of these lots, the same economic operator will not be admitted to both the economic & tax advisory services (lot 1) and internal audit services (lots 2 or 3) frameworks. This limitation has been imposed in order to avoid any potential conflict of interest as required by the European Communities (statutory audits) (Directive2006/43/EC) Regulations 2010. Each framework agreement will have a duration of four (4) years. The London Borough of Richmond upon Thames ("the Council") and NHS South West London Richmond Borough Team are seeking to appoint up to three (3) Service Providers to provide voluntary sector infrastructure and capacity building services. The Council has a role in helping to build the capacity and infrastructure of voluntary organisations. One way it does this is through funding the provision of second tier support services to voluntary sector and not-for-profit organisations other than through front-line services.
