Dynamic monitoring of BBC building services systems. The BBC is looking to engage with a single supplier to monitor the operation of the Building Services systems within its portfolio with a view to reducing energy consumption, costs and associated carbon emissions. The BBC has a presence in a large number of buildings (circa 250) within the UK and the majority (circa 80 %) of consumption is within its main regional centres referred to as the '8 Key Hubs' which are in West London, Central London, Salford, Manchester, Cardiff, Bristol, Northern Ireland and Glasgow. The scope of dynamic monitoring will, initially, be confined to these key hub buildings Glasgow (subject to anticipated BBC occupancy within these buildings which is subject to Delivering Quality First (DQF) where buildings surplus to BBC requirements will be disposed of, sold or sub-let). Newer buildings have sub-metering (albeit connected to the respective site building management systems). These buildings include London Broadcasting House (W1 Hub), Media Centre and Broadcast Centre (part of the Media Village which in turn is part of the W12 Hub), Salford and Pacific Quay, The BBC requires a consolidated system to monitor and manage the energy consumption in these buildings via a single service provider. The appointed service provider will be responsible for the following: 1. Consolidating the existing sub-metering provisions (by decoupling form the existing BMS systems and transferring them to a new consolidated web based data collection system; 2. Provide supplementary metering where required (i.e. to some main plant items) to enable dynamic monitoring of the building operation and to identify and implement energy saving via the identification and rectification of unnecessary/non optimised operation of plant/buildings; 3. Provide sub metering strategies for incorporation into the BBC's older legacy buildings (the remainder of the 8 key hubs); 4. Provide the software, hardware and management resource to identify and implement savings and be responsible for "end to end" delivery of all associated items to enable full dynamic monitoring of the BBC's buildings (as identified above); 5. The system provided must be expandable and transportable in terms of the changing needs of the BBC; 6. Provide Performance guarantees for the savings identified; 7. Liaise with the BBC's incumbent FM providers to ensure timely delivery of savings; 8. To provide reporting to the BBC on all aspects of the dynamic monitoring system; 9. Surveying existing buildings to identify requirements listed in items 1&2 above; 10. Provide cost benefit analysis of the proposed metering installations; 11. Provide capability for billing of BBC tenants (via a combination of sub meter reads and apportionment of central plant loads); 12. Home based respite for older people and home support care services for people with dementia. Within Renfrewshire, under the auspices of our Joint Management Group led by the Directors of Social Work and CHP, steady and continued progress has been made to shift the balance of care for older people. Our work to develop this proposal has been inclusive and has involved GP, voluntary sector, carers and PPF representatives. This work is supported by ongoing review and redesign of our community based health and social care services and is set within the context of both the long term conditions and community rehabilitation and enablement frameworks. Our joint commissioning strategy for older people in Renfrewshire 2007-2010 is currently being reviewed and updated. Our work on reshaping care for older people and the change fund in particular will be a focus for the revised joint strategy. Although good progress has been made to date, demographic changes and current resource constraints are placing increased demands on services. As a result further development and redesign is necessary to continue to improve and shift the balance of care. We recognize and are committed to transformational change in order to deliver improved outcomes for older people in Renfrewshire. Use of change fund and outcomes anticipated. Building on our progress to date, we established a short life working group to prepare our plan. The change fund will be targeted at further development of community based services to support people to remain at their own home for as long and as safely as possible. In year 1 our developments were focussed on addressing the pressures identified whilst recognizing a whole system approach. Important features of our plan include the commitment to further develop community capacity and the provision of additional support to carers. Caring together (2010) aims to ensure that carers are supported to manage their caring responsibilities with confidence and in good health and to have a life of their own outside of caring. A recent survey of 28 carers assessments completed in the last 18 months identified 13 admissions to care homes, of which 11 people had dementia. Lack of respite is a key finding in carers' assessments. More respite is the most requested carer support. Provision of respite in Renfrewshire is below the Scottish average. We will increase personalized home based respite for carers of older people including older people with dementia, through paid and volunteer staffing from service providers, to support those most at risk of not being able to remain in the community. This will extend respite provision by 15 000 hours per annum. This is consistent with the priorities identified within the Renfrewshire carers strategy. Renfrewshire Council is looking for provider(s) able to provide a reliable, cost effective, high quality service delivered within an individual's home. The provider(s) will ensure that the service(s) is/are registered with social care and social work improvement Scotland (Sciswis) and meets the national care standards for short breaks and respite care and care at home and additionally for service user group 2, standards of care for dementia in Scotland published by the Scottish Government. Providers are expected to tender an inclusive hourly rate for these services. Service user group 1 - Home based respite for older people. It is anticipated that this service will require in the region of 18 520 hours per annum. Service user group 2 - Home support care services for people with dementia. It is anticipated that this service will require in the region of 13 460 hours per annum. Renfrewshire Council recognizes the need to provide flexible respite services to support unpaid carers. It is likely that demand for respite will be weighted towards evening and weekends to allow unpaid carers time to socialize or have time out with friends and family.
