I-Ispra: MODIS data services in support of EFFIS
MODIS data services in support of EFFIS. EFFIS was officially established in the context of the Regulation (EC) No 2152/2003 (Forest Focus) of the European Council and Parliament on monitoring of forests and environmental interactions. A number of exceptional large uncontrolled fires occurred during the summer 2003 in southern Europe triggered the creation of the EFFIS rapid damage assessment module (RDA) in order to map all fires larger than approximately 50 ha, by analysing MODIS daily images at 250 m spatial resolution. Since 2006 the RDA system was kept in the essentials and has relied on data received on a near-real time basis from a service provider instead of downloading it from the NASA rapid response system website. This has increased the reliability and timeliness of the system, decreasing the number of days with no data and with preprocessed data being received a few hours after the satellite pass. From 2009 onwards quicklooks of these data are also made directly available through the EFFIS website. Products such as thermal anomalies and cloud cover and an archiving capacity for product recovery complemented the service, which today guarantees a fast response to requests for information on burned areas from the Member States, European Commission services and other institutions such as the European Parliament. The objective of this procurement is to assure, building on the experience made in previous years, the continuation of the MODIS data services in support of EFFIS during 2012 and 2013.
