Low Cost Private Education Programme. DFID is seeking to appoint a service provider (SP) to design and implement a low cost private education programme in Lagos State using a Making Markets Work for the Poor (M4P) methodology. The programme will improve the quality of the education delivered in low cost private schools (the goal); by improving the functioning of the market in which the low cost schools operate (the purpose); for the benefit of poor girls and boys attending low cost private schools. The programme will facilitate improvements in: the environment in which low cost private schools operate, including the supporting functions for schools such as the finance sector, the associations of private schools, and the media; the government rules and regulations which impact schools; the incentives and capacities for innovation and change; and it will empower parents, as the customers for education, to make informed decisions and hold schools accountable. Strategic engagement with Lagos State Government will be critical. We invite and welcome innovative suggestions for other areas and modes of intervention. To provide an advice and support service to assist in the recovery of a Ship and/or Cargo being in Distress. International Nuclear Services Limited (INS) operates a fleet of Irradiated Nuclear Fuel (INF) carriers on behalf of the Nuclear Decommissioning Authority (NDA) and Pacific Nucler Transport (PNTL). There are currently a total of 5 vessels which are used to carry mainly INF class cargoes between various ports throughout the world. All vessels are crewed by PNTL employees and operate out of a Marine Terminal at Barrow-in-Furness, UK. The successful tenderer will be expected to provide a world class advisory service on all aspects of salvage management summarised as follows: 1. Advisory Services To provide advice and support on salvage-related matters, as requested by INS, including but not limited to: recovery methods; towing advice; naval architectural advice; to provide 24 hrs/day, 365 days/year availability for urgent advice and guidance; to attend and play an active part in SARAT (Salvage and Recovery Advisory Team) meetings. 2. Salvage Management To work closely with INS and/or INS's ship managers on salvage and recovery related issues; to update INS on an ongoing basis on new salvage recovery techniques, work methods, equipment etc. 3. Potential Training To provide resources to assist in the planning and carrying out of any training exercise which may be organised by SARAT; if requested, to provide a salvage vessel to take part in such training exercises. 4. Storage and Transport To provide secure and weatherproof storage, at 6 worldwide locations, for INS's Emergency Response Equipment .The storage locations relate to the routes operated by INS's vessels so that the equipment can be speedily deployed to a vessel in distress;to carry out an annual visual inspection of the Equipment and advise INS of any repair/replacement needed.
