With rich natural renewable resources, a strong and vibrant company base, world-class academic expertise and the most ambitious renewable energy targets in the world, Scotland has the potential to develop an industry of scale with the potential to reap transformational economic and environmental benefits for decades to come. The international technology and renewable energy zone (ITREZ) will help Scotland capitalise on these opportunities by establishing Glasgow as an internationally recognised location for research, development, design and engineering of offshore renewables and a range of enabling technologies. The core of ITREZ will be SE-owned city science site in Glasgow. The industry engagement building is a key element of the overall ITREZ proposition and will complement the adjacent Technology and Innovation Centre being developed by the University of Strathclyde. The industry engagement building, IEB, forms part of a joint initiative between The University of Strathclyde and Scottish enterprise at the international technology and renewables energy zone, ITREZ. The vision for development of the site recognises a key opportunity to address and build on key research strengths of the University with an increasing industrial focus and international profile. The opportunity exists to build collaborative research programmes with industry and create business enterprise research and development and high value jobs. The partnership between the University and Scottish Enterprise enhances the industry, national and international focus desired within ITREZ. The Scottish Enterprise aspiration is to develop a partner building offering a range of speculative office suites to accommodate related companies in the field of renewable energy research and associated industrial fields. The commercial development will have the following characteristics: Gross Floor Area of 4 800 sqm; occupancy of circa 500 persons; 5 storeys in height, including the ground floor; basement parking for 20 cars; Breeam excellent rating; highly sustainable design resulting in increased energy efficiency and low carbon emissions; and compliant with BCO office design guide to specification. It is notable that these characteristics will potentially change through design development however it is upon this criteria that all Suppliers will be assessed against. SE intends to select a main contractor to construct the new industry engagement building at Glasgow Science Park. SE has already procured the design team for the building. SE is considering 2 main options for financing the project. The first is that SE will finance the construction of the building directly and act as the employer in the contract. The second is that SE may enter into a development agreement with a developer, who act as the employer. The successful contractor may be expected to contract with either SE or its preferred developer (who will be selected following a separate procurement process). Alternative financing options may also be adopted. Scottish enterprise was established under the enterprise and New Towns (Scotland) Act 1990 for the purposes of furthering the development of Scotland's economy, enhancing skills and establishing self-employment, promoting Scotland's industrial efficiency and international competitiveness and furthering the improvement of the environment. To achieve this we are working with public and private sector partners to develop and improve the conditions for economic growth in Scotland. We deliver dedicated support locally, nationally and internationally. Accordingly, the contract will be subject to the following social performance conditions: 10 % of the person weeks required to deliver the works shall be delivered by new entrant trainees.
