COM1073 - Building services design consultant to develop the Long Term M&E plan. Building consultancy services. The Corporate Officers of the House of Lords and the House of Commons (the Employer) require the services from a firm of M&E building service design consultants with Listed building design experience to undertake a feasibility study, design and implementation plan for the installation of the works which are described below. There is now a requirement for a building services design consultant to develop the Long Term M&E plan up to an agreed RIBA stage C or above for the replacement/refurbishment of the primary building services and provision of alternative energy sources to the Palace of Westminster (PoW) and neighbouring buildings within the Parliamentary Estate. The plan will include, but not limited to, the following for the PoW and neighbouring buildings i) Information gathering and measurement where required of primary building services: inclusive of load assessment, resilience, discrimination and assessment of alternative primary energy sources, ii) option appraisal development inclusive of energy centres, plant room and infrastructure rationalisation, natural ventilation integration, tri-generation, cooling plant strategy, renewable energy sources and complete energy management system iii) detailed option appraisal and business case development. Assess impact on Stakeholders. The appointment is currently anticipated for six months from the start of the commission including verification of all documents. Background: The Palace of Westminster (POW) is large multi-use and multi-occupational World Heritage Site and has consistent occupation 365 days of the year with public access for much of the year and security considerations. The high profile public interest in the workings of Parliament, mean that it is essential that all of the Estate remains fully functional whilst work is progressing. The primary Mechanical & Electrical (M&E) plant and equipment that provides steam, heating, hot and cold water, chilled water, ventilation and power to the estate is principally located in the PoW basement but does extend to other floor levels and neighbouring buildings within the Parliamentary Estate. The distribution infrastructure ranges up to 110 years old which is substantially in excess of its predicted lifespan. Infra-structure systems are not easily modified, and in some cases, have been encapsulated in contaminate material preventing ready accessibility for maintenance and repair. This situation has been further exacerbated by the uncontrolled manner in which the services have been installed over a number of years. A Short, Medium and Long term approach has been developed for the refurbishment of primary M&E building services. The Medium term approach has two work streams namely i) High Risk reduction and ii) Aggressive Maintenance, to stabilise and refurbish the M&E building services within the Palace of Westminster. The Short term project was completed during 2009 followed by the start of a five year Medium Term Programme. The Medium term is currently in the second year of the programme and at RIBA stage D. It wishes to create a framework agreement for the provision of CRC audits and CRC technical and implementation support. LB Haringey will act as the contracting authority buying these services on behalf of a number of participating local authorities, public and third sector organisations who are mentioned in this short description. To develop in partnership with the London Energy Project (LEP) and carry out annual audits to satisfy the self verification requirements of the CRC EES Regulations and provide other energy related technical support and authoring, such as CRC implementation manuals, interpretation of Regulations, fact-sheets, data gathering and evidence pack guidance and procedures. Strabane District Council requires the creation of a tour guiding product to illustrate stories from the locale. Project Summary. This tour guide product is a key element within a Rural Development Programme project entitled 'Explore More – Explore Strabane and the Sperrins'. The project is designed to develop a tour guiding product for Strabane District, utilising the natural, cultural and historical assets of the local area. The tour guiding product should be an authentic, memorable and enjoyable experience providing an illustration of stories, myths and legends unique to this place. Strabane District Council will recruit up to 20 potential tour guides. These individuals will be trained in the delivery of the tour guiding product. Your Role. Your role will be to liaise with the Tourism Officer of Strabane District Council in the selection and development of six stories, themes and/or characters from the local area. You will create and agree scripts for each of these six stories in partnership with the Tourism Officer. Upon compilation of the final scripts you will direct the tour guides in the delivery of the tour guiding product. They should receive instruction in relation to the script, their movement and overall delivery of the guiding product. It is envisaged that each of these stories will take approximately 15 minutes for the tour guide to deliver in practice. This project will incorporate a film element to include the provision of a training resource DVD and a series of internet ready short films based on the six selected stories. Provision of catering services. The successful tenderer will be required to provide catering services at the West of England School and College. The contract will commence in May 2012 for an initial period of three years, with the option to extend by mutual agreement for a further two years. The West of England School and College (WESC), based in Exeter, is the leading regional centre for over 100 young people with little or no sight, we pride ourselves on our specialist provision delivered by experienced professionals who work collaboratively to provide education, health, care, therapy and mobility to ensure that learners receive the highest quality services and provision which includes: — a school and college for children and young people aged from 4-24 years of age. This includes day pupils, weekly boarders, termly boarders and 52 week residential placements, — a 52 week provision for learners aged 19+, — outreach and advisory services for visual impairment, — training in visual impairment and special needs, — training for sensory impairment, — workforce development and research. All young people attending WESC are visually impaired and many also have other severe and complex needs. Our aim is to develop their independence so that they can develop academically and socially, whatever their ability. We provide a personalised curriculum for each learner which is designed to meet their individual learning and care needs and to encourage them to thrive and achieve in a supportive environment. The catering function is a very important part of the School and College and it is the only remaining area where the provision including staff contracts has not been reviewed so that it is line with the future strategy of WESC. A recent review has highlighted that there are a number of problems with the current service including a lack of financial control and the current service is not flexible enough (constrained by current staff contracts) to be able to meet any new initiatives i.e. 52 week provision. The new provider must be able to demonstrate that they are capable of establishing a new, more flexible catering service whilst working under the current agreed financial budget guidelines agreed by the WESC Board of Trustees. The new catering service must include: — improved financial controls including the ability to cost menus, provision etc, — improved internal procedures, — a detailed review of structure and staffing including a detailed review of contracts. This will result in a change in structure and staff contracts where appropriate, — a detailed review of current provision (day, evening, weekend and now all year round) and facilities including food preparation, — major improvements in stock handling and rotation, stock taking and ordering (including full review of current suppliers), — An improvement in Menus (especially rotation) and nutrition. The contractor must be able to show that they are capable of providing specific meals for specific learners based on information provided by the Care and Health departments, — a focus on the future including Learner independence, 52 week provision, catering for events (Tollards Training Centre and annual conferences) and the potential for Staff Canteen facilities (WESC has between 250 and 300 staff based on the number of learners), — improved training and support for catering staff.
