Contract for the treatment of source segregated food waste (and possibly garden waste from HWRCs and bring bank sites) collected by Ceredigion and Powys County Councils in Mid Wales. This contract notice advertises a waste treatment contract proposed to be let by Ceredigion and Powys County Councils. The advertised contract is part of the Welsh Assembly Government's Food and Green Waste Treatment Programme. It is envisaged that the contract will be for the design, build, financing and operation of a long term contract for the treatment of food (and possibly green) waste by anaerobic digestion or other biological treatment process and the beneficial use of residues. The solution should include, but not be limited to, where appropriate, the management, storage, treatment, sale, removal, recycling, transportation and/or disposal of products (including any energy), process residues and rejects. However, the Contracting Authorities reserve the right to adopt a contract structure or financing model that best meets their needs which will be informed through dialogue. Although the Contracting Authorities require bidders to provide funding for the projects, each of the Contracting Authorities reserves the right to provide or procure capital contributions and/or finance to the project. The amount of any such capital contribution and/or funding will be determined by the Contracting Authorities during the Competitive Dialogue procedure. The Contracting Authorities propose to make a site available to participants although participants may (if they prefer) put forward their own site(s). The Authorities reserve the right to purchase any products, including energy. It should be noted that while the Authorities are technology neutral, the Welsh Assembly Government has stated a preference for Anaerobic Digestion (AD) and have made funding support available for AD solutions only. It is proposed that the contract will also include the collection of the specified waste from designated waste transfer stations and transportation to the treatment facility (or facilities). The potential for the facility (or facilities) to cater for waste from 3rd parties including commercial and/or industrial sector organisations and/or from other public sector organisations may be explored during the Competitive Dialogue process. The capability of the market to market digestate/compost and /or produce energy including supply of biogas and/or heat and/or electricity to neighbouring users and/or the Contracting Authorities and/or the National Grid and/or others will be explored during the procurement process. The Authorities envisage that the contract will be for the design, build, financing and operation of a long term contract of 15 years and may include a right to further extend the contract by up to 5 years. However, the Contract operational period will be subject to solution and determined by best value considerations during the CD procedure. The estimated tonnages of food waste to be treated on behalf of individual Contracting Authorities is around 11 000 tonnes per annum.
