3084/12 Norse HR system. Time accounting or human resources software package. Norse Group as a holding company (wholly owned by Norfolk County Council) brings together the operations of Norse commercial services, NPS Property Consultants Ltd, and Norse Care Ltd; across some 30 operating units. Through organic growth, new sector development and acquisition, and by building on the joint marketing strengths, skill sets and resources of the individual operating companies, current projections propel the Norse Group turnover to over 300 000 000 GBP in the next five years employing some 12 000 staff. Currently Norse employs about 10 000 staff, process 30 different payrolls and have multiple pay frequencies. As a result there are a range of pay rates; varying terms and conditions of employment; employees with more than one job; varying sick pay and pension scheme provisions. The purpose of this procurement exercise is to select a new HR and payroll system for the Norse Group which will meet the organisation's present needs, and support anticipated future growth in business turnover and employment numbers. Background and business objectives. Norse is seeking to replace its HR and payroll computer applications with more modern systems that include embedded workflow and document management. Current systems and processes are paper based and the underlying design and technology is considered no longer appropriate to the organisation's strategic future direction. Norse is looking to maximise processes and documentation automation, and through time aim for a paperless environment; recognising efficiencies at the centre, but also ease of use and access for remote locations and at the centre. Project route map: A phased approach is anticipated: — 0-3 months: RFI review and tender process, — 4-6 months: analysis; design; proof and trialling, — 6-12 months: go-live1, initially focussing on consolidation of existing data and transfer of 'business as usual' operations; including some core process improvement; but without "re-engineering", — 12- 15 months: go-live2, improving workflow and documentation, — 16+ months: go-live3, increased e-access for employees and managers. Notwithstanding the above, system providers will be able during the procurement process to recommend any approach which in their experience is most appropriate for Norse operations. Assumptions and constraints: It is assumed that any system proposed: — Is fully compliant with employment law; other relevant legislation; and requirements of HMRC and other relevant agencies, — Has a proven and established reference client base encompassing both workflow and document management functionality, — Is compliant with Microsoft Windows, Active Directory Services, SQL server, — Is fully web enabled compatible with Microsoft IIS and IE, — Is supported within a Citrix XennApp 5 based desktop environment. Planning Advisory Service Impact Assessment. This tender is for the provision of evaluation and survey services to the Local Government Association (LGA) and its related organisations. Specifically the requirement is focused on the delivery of one of its programmes – the Planning Advisory Service (PAS). PAS is a programme funded by the Department of Communities and Local Government. It helps councils understand and respond to the reform of the planning system. Originally created in 2004 it has recently been funded for a further four years, from April 2011 to March 2015, although this contract term cannot be guaranteed as it is dependent on annual review. We require one supplier to carry out impact assessment and evaluation for the life of this programme. This will be used to understand whether PAS work is well received by councils and what sort of lasting benefits it brings. It will involve you: — carrying out an annual "state of the nation" survey to establish what the needs of PAS's stakeholders are, — follow up on delivery of PAS services and the impact we have had, — carry out occasional studies and surveys as required by us and our stakeholders, — create an annual report bringing together the feedback and the survey to help inform decisions on PAS work programme. CP712-10 Framework Agreement for Social Care and Support Services that Enable. CP712-10 Framework Agreement for Social Care and Support Services that Enable Individuals to Live in the Community. Devon County Council is tendering for a Framework Agreement to procure Community Based Support and/or Personal Care Services across Devon. The Framework Agreement includes all adult service user groups. The Framework Agreement covers the provision of the following three service types: Lot 1 - Community Based Support Services. Lot 2 - Regulated Community Based Support including Personal Care. Lot 3 - Personal Care. These services combine the previously separate housing support, personal care and enabling services to provide an integrated approach to supporting individuals to live in the community.
