Verge maintenance Contract. Cheshire East Borough Council is accustomed to a high standard of verge maintenance. The high standard of verge maintenance forms part of the gateways into the area and are visual displays which visitors gain as their first impression of the Authority. The verge maintenance standard contributed significantly in the Borough's success in the annual and regional 'In Bloom' competitions. The main cutting period is from mid March through to November for the urban cycle. The rural and splay cuts are more dependent on the growth of the grass. It is envisaged that there will be three cuts between May and the end of October. The urban cut comprises of 147.43Ha at various sites within the Borough. The specification for urban cut is a hybrid between an output and an input specification and sets standards as "outputs" in preference to less flexible arrangements of "inputs" based on frequencies for grass maintenance. "The specification for the grass height is to be maintained between 25mm and 75mm between the months of March and November" rather than, "grass shall be cut twice per month between March and November". The grass is cut as often, or as little, as necessary to meet these standards during the time periods. The input part sets out an annual frequency of cut, which is presumed to achieve that standard. The rural swath and splay cuts specification is based around inputs. There is approximately 3 332,66 Km of swath maintenance and 38,64 Ha of splay maintenance included in the Contract. The Authority will liaise with the Contractor to identify the optimum time period for the swath and splay cuts. It is the overall objective of Cheshire East Borough Council to work in partnership with the successful Contractor to maintain the Highway verges as horticultural features to the agreed standard. To achieve this objective, the Contractor and the Council's Direct Work Force will be expected to work in Partnership. The Council is seeking a Contractor who has experience of delivering similar projects and who can demonstrate their ability to adhere to a fixed budget and timescales. The Contracting Authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SME's). For the avoidance of doubt, the Contracting Authority points out that no weight will be attached to whether or not an economic operator is an SME in selecting economic operators to submit tenders or in assessing the most economically advantageous tender.
