AGMA Funding Advisory Services. The contract is for the provision of funding advisory services to support the Association of Greater Manchester Authorities' (AGMA) project to establish an investment partnership with private sector investors to deliver property development and other projects to support the economic development of the area. The Association of Greater Manchester Authorities (AGMA) comprises the 10 local authorities in the Greater Manchester area. In addition to the AGMA arrangements, a formal authority, the Greater Manchester Combined Authority, has been established to undertake transport and certain economic development functions across the area. The AGMA Investment Group has been established through the AGMA joint working arrangements to develop a model for securing both public and private sector funding to support successful, fundable projects. These projects are aimed at delivering new employment and other outcomes that in turn will contribute to the economic growth of the area. Through aligning investment with those projects that deliver the greatest growth, it is hoped to achieve a self-sustaining model in which private investors gain increased confidence in the area; promoting growth and further enhancing the economic performance across Greater Manchester. Projects will be identified on a sector by sector basis including economic development, housing, low carbon, transport, broadband and business support. As the projects are identified, their strategic fit with AGMA priorities will be assessed, together with the project's viability, constraints and time to market. This initial review will form a platform for a comprehensive investment strategy to be developed that will use public and private funding to address constraints and bring the projects to market within a managed timescale. DECC is procuring a supplier or suppliers to undertake the delivery of an energy saving advice service to support households, businesses and the public sector to take up measures through the Green Deal, Energy Company Obligation and other schemes and incentives. The service will be based around a phone helpline set up in 2 stages. It will go live on 1.4.2012, and will become fully operational by October 2012 in time for the launch of the Green Deal which is expected to generate new demand for energy saving measures. The launch of the service in April 2012 coincides with the start of changes in government energy saving policies and the way they are delivered, leading up to the launch of the Green Deal. There will be a need for associated web pages containing advice on energy saving. No decision has yet been taken on whether these pages will be developed and operated by government or whether the supplier of the call centre will also be asked to supply the web advice. But there is clearly a link between the two and tenderers will be asked to explain how they will manage the interface. Tenderers may also be asked to propose the provision of the web pages for the service and the on line support and advice to consumers.
