CCTV supply and installation. Transport for London (TfL) owns, operates and maintains a network of closed circuit television (CCTV) cameras located around London on the Transport for London Road Network (TLRN) and Borough Roads. The CCTV cameras enable the operators in the London Surface Traffic Control Centre (LSTCC) to monitor the flow of traffic on the TLRN. This allows the LSTCC operators to adjust traffic signal plans on the urban traffic control (UTC) computer to alleviate local disruption and to place messages on the variable message signs (VMS) to inform drivers of real time conditions. Certain cameras on the network are also used by the Congestion Charging and Traffic Enforcement (CC and TE) officers within TfL to maintain smooth traffic flow by enforcing box junctions, parking restrictions and banned turns. Principal tasks undertaken under the contract will include, but are not limited to, the following: (a) carry out site surveys and investigations; (b) design and specify equipment layouts, pole and cabinet foundation details and equipment required for camera sites; (c) supply and short-term storage (prior to use) of CCTV cameras and associated poles, cabinets and equipment required for camera sites; (d) carry out factory acceptance testing of equipment; (e) install CCTV cameras and associated equipment on site, including: (i) the civil engineering work for installing poles and cabinets; (ii) noticing and permitting activities; (iii) the supply of traffic management; (iv) the supply of hoists and access platforms; (v) commissioning and testing; (f) produce as-built documentation for camera sites, including: (i) site layout drawings; (ii) equipment serial numbers; (iii) certificates and design calculations; (g) produce progress and financial reports; (h) attend meetings at camera sites and at TfLs premises; (i) liaise with other contractors and statutory undertakers (e.g. BT, EDF). In addition to the above, TfL may use this contract to carry out the following works: (a) modernise and/or replace existing CCTV cameras, cabinets, poles and associated equipment with newitems; (b) relocate existing CCTV cameras, cabinets, poles and associated equipment; (c) remove and dispose of existing CCTV cameras, cabinets, poles and associated equipment.
