11.R&T.OP.131 — radar technology for inside-building awareness (RIBA). The objective of this study is to identify, analyse, describe and give a proof of concept for radar systems solutions that could provide the capability of situation awareness inside buildings. The location of these radar systems should be outside the buildings. In order to do this, it is first necessary to perform a review of the state of the art related to radar systems providing inside-building situation awareness. Case studies shall be established with detailed generic scenarios including different typical building materials and dimensions, with objects to be detected, outlined and represented including people in motion or not. Then, parameters and techniques that would lead to a feasible and effective solution shall be analysed and assessed in terms of benefits and risks. These parameters shall comprise, but not be limited to, frequency, power and those characterising the waveform. Signal processing techniques to characterise the final image in terms of resolution and minimum detection levels shall be presented as well. Mitigation of multipath effects shall be considered in the proposed solution. This feasibility study should include, as well, the operational practicability in terms of platforms to be deployed — aerial or land mobile — and possible limitations to these solutions in terms of cost, time for operation, weight, etcetera. If a determined set of parameters is found as optimal in terms of penetration and resolution capability but impractical in terms of system deployment it has to be clearly identified in order to have a clear view of the possibilities for development. The possibility to use the final results for classification and identification of the threats shall be analysed. It will be possible to present a solution based on radar but supported by other kinds of sensors like the acoustic ones. The results of this study should become the subject of future capability oriented R&T investigations and projects. In order to facilitate this, a technology roadmap shall be provided with the prioritisation of the radar solutions, technology gaps and timescales to achieve this capability. CPV: 73200000. ...

Radio-toxicological analysis of bioassay samples. The European Commission employs a number of staff classified as exposed to ionising radiation in the course of their work. Under European and national radiation protection law, the European Commission as an employer is obliged to establish a system for monitoring the radiation exposure and to assess the individual radiation doses of each classified staff member. This assessment shall include both the doses due to external exposure as well as doses due to intakes of radioactive substances. This call for tender, launched by the health protection sector of the European Commission Directorate-General for Energy, invites analytical laboratories, institutes or research centres to submit offers for the radio-toxicological analysis of bioassay samples. In cases where it is, from the radiation protection point of view, necessary to estimate the internal radiation doses, the project includes also the calculation of the individual internal radiation exposure as well as the 50 years' committed effective dose. For the dose assessment, the European Commission's occupational medical health service and the health protection sector will provide the potential contractor with indispensable additional information and data.
