Charity and sponsorship project. The Maidstone and Tunbridge Wells NHS Trust proposes to establish a major new fundraising charity to raise funds for the whole Trust. We anticipate that much of the necessary fundraising/sponsorship activity will be focused upon the new hospital currently being built at Pembury. This will be the first NHS hospital in Britain to consist entirely of single room inpatient accommodation. The Contracting Authorities (as defined in Section VI.3) are seeking an innovative private sector partner or partners to participate and invest in a new Public Private Partnership vehicle (a "Local Education Partnership" or "LEP") to be established jointly with some or all the Contracting Authorities. The LEP will provide (or arrange for the provisions of) "Partnering Services", which will include (but not be limited to) the development of a strategic investment programme for some or all of the following areas and facilities: (a) - educational facilities including but not limited to secondary schools; special educational needs schools; post 16 educational facilities; libraries; pupil referral units; primary schools; and nursery and kindergarten schools; children's services; adult and community services and facilities to provide lifelong community, family learning and education; and services and facilities ancillary, incidental or related to or enhancing of the educational facilities; (b) – recreational cultural and sporting facilities to include but not be limited to cultural gallery space, museums, theatre space and community leisure centres. CP711-10 provision and processing of parking permits. In many of Devon's communities resident's parking schemes exist to mitigate demand on parking in residential streets created in central areas and by nearby traffic generators. The schemes operate by a system of permits provided to residents for display in their vehicles. Permits are issued on a 12 month basis and typically limited to 1 or 2 per household. In addition eligible households are also able to purchase 2 books of 30 visitor permits per year. The service is currently administered inconsistently across the County. In Exeter we have a SLA with Exeter City Council, elsewhere it is handled by DCC via Area Offices. Annually it is estimated that Area Offices issue 4 455 permits, this is done manually by Office Support Staff, and has a significant cost in staff time and administration of a back office system. There are also approximately 7000 permits issued by Exeter City Council on our behalf for the Exeter area. It is desired to provide a single system for Devon and rolling out to the Exeter area as well. In total this equates to approx 11 455 permits. There is a disbenefit to customers in the time taken and often the need to visit one of the Area Offices. At present both new applications and renewals require a visit to either an Area Office or Exeter City Council Offices to allow for document checking to establish identity, address, and car ownership. It is proposed to introduce an online application, renewal and payment system. Payment and application could be handled remotely, with permits posted direct to customers. Staff time would be saved and customer experience would be enhanced. However, initially enquiries have shown the most favourable solution would be to appoint a third party to host, handle payments and issue permits for an annual commitment level. The preference would be to make an agreement based on a service level agreement; there would be no separate development, hosting, maintenance, staff costs, or postal cost. A frontline service could continue to be provided at our offices for those without internet access based on the same system with Area Office Staff inputting information on the customer's behalf. There would also be an opportunity for customers to apply by telephone using our Customer Service Centre, again with Devon County Council staff inputting information on the customer's behalf.
