UK-Derby: legal advisory and information services
Tender for the service provision of an Appropriate Adult and Triage Service. Derby is the third largest city in the East Midlands with a population of approximately 53 000 young people aged under 19 years old. Derbyshire have experienced a 36 % reduction in overall crime over the past 9 years and crime continues to fall amongst adults and young people. Where a child or young person under the age of 17 years is arrested for a crime and interviewed at a police station under the Police and Criminal Evidence (PACE) Act 1984, they must have a parent, carer or guardian in attendance. This happens on most occasions but where this is not possible; the local authority must provide an Appropriate Adult to make sure that the welfare of children and young people is safeguarded throughout their time in police custody. The role of the Appropriate Adult is different to a solicitor and does not give legal advice, nor is the role a passive one. As specified in PACE Code C Section 11.17, the Appropriate Adult is required to: — advise the person being interviewed, — observe whether the interview is being conducted properly and fairly, — facilitate communication with the person being interviewed. In order to fulfil its statutory duty, Derby City Council requires the provision of a 24 hour, 7 days a week, 365 days a year appropriate adult service for young people aged 10-16 years inclusive which will include those in care of the local authority, aged 10-16 inclusive. These young people will be those who are unaccompanied by either a member of their family, friend, guardian, carer or social care professional at the time they are interviewed by the Police about their suspected involvement in a criminal offence. There is one designated police station in Derby city that is used for interviewing young people which is St Mary's Wharf in Derby. There is an expectation that calls for service will be responded to with an Appropriate Adult on site at the required Police station within 60 minutes of Police notification. The National Health Energy Office acting for St James Hospital invites expressions of interest from potential service providers ("Candidates") to provide the following: The Hospital wish to procure an experienced utilities management company who will contractually agree to a guaranteed energy reduction, and provide all the energy management services on site beyond the point of supply. The site will comprise all buildings currently used and owned by the St James's Hospital on its campus at James St Dublin 8, as indicated on the attached drawing and schedule. Due to the expected timeframe of this contract, the ongoing development of clinical services delivered by St James's Hospital, and the associated ongoing developments of the Hospital site, this schedule of buildings will change during the course of the contract. Derby Youth Offending Service (YOS) is seeking a Contractor to deliver the Reparation Service, for the Youth Offending Services. The contract will involve overseeing an effective Direct and Indirect Reparation Service across Derby, which will include the identification and risk assessment of reparation projects, the recruitment, training, supervision and support of reparation supervisors, the delivery of partnership working and communication with YOS Officers Teams and Restorative Justice Team, and evaluation and monitoring of service delivery. Reparation is a fundamental part of any community court sentence and is designed to help prevent reoffending by enabling the young person to take responsibility for the offence and its consequences. Reparation is deemed to be a restorative form of justice when it directly addresses the victim's experience/wishes and or benefits the local community.
