Hertfordshire County Council ("The Council") has a requirement for the provision of a Grounds Maintenance Minor Works service to be carried out on sites throughout the County. This Framework Agreement will utilised by all departments of the Council including establishments such as Schools, Fire Stations, Disused Sites, Day Centres, Libraries etc. It may also be used for works outside of the Council as requested by our partners and customers. The Contract is to be let and managed by Hertfordshire Business Services which is the trading arm of the Council. The Contract Management Team within this department will handle all contractual issues and monitor the contract on an ongoing basis. The type of work required under this Framework Agreement could be a diverse range of tasks including fencing, clearance, introducing, sensory, conservation or wildlife areas, and all other types of Soft and Hard Landscaping works. The County has been divided into 5 areas, North, South, East, West and Central and a primary Contractor will be allocated to each area. The agreement will be for a 4 year period commencing on 1.4.2016 until 31.3.2016. Consultancy Services for the Evaluation of Danida's Fellowship Programme. Danida Fellowship Centre (DFC) was founded in 1990 to manage and implement the Danida supported Fellowship Programme. The Fellowship Programme supports capacity development (CD) in developing countries (primarily, but not solely, Danida's programme countries) by organizing and/or implementing CD support in terms of courses, study, research, study tours, seminars, etc. in Denmark as well as in developing countries. Over the years, considerable resources have been allocated to the Fellowship Programme. In recent years, DKK 60 million per year have been allocated on the bill of finance. Danidas Evaluation Department has decided to commission en evaluation of the support to the Fellowship Programme under DFC. The overall purpose of the evaluation is to document and assess the supported activities and the related results, both with regards to the specific objectives and the overall aims, so as to contribute to both accountability and learning. By implication the evaluation must assess the different achievements, as well as the framework and processes for bringing the results about The evaluation is expected to apply the OECD-DAC evaluation criteria, with the emphasis on relevance, effectiveness and efficiency. The evaluation is expected to have its main focus on the period 2008-2011, with consideration of the earlier period (especially 2001-2008) as well, as may be relevant. The evaluation is expected to include visits to local institutions which run DFC courses in developing countries and/or countries, from which a substantial number of participants have come.
