Spirit will design and create a range of new commercial and residential facilities as part of the project as well as redefining gateways into the town centre. To deliver the project, the current council offices will need to be relocated and Spirit will procure construction of alternative office accommodation on a new site. The office element of the project represents less than 5 % of the overall value of the project. The project will use land owned by SBC, Kent County Council (KCC) and Network Rail. KCC will transfer land into the project in return for space in the new office building, valued at c. 1.5m GBP.
