Westminster City Council ("the City Council") is acting as the lead authority for the Greater London Authority (namely, Transport for London, London Development Agency, London Fire and Emergency Planning Authority and the Metropolitan Police Authority), all London borough councils (as named on the following website: http://www.london.gov.uk/who-runs-london/london-boroughs/list-boroughs) and all NHS bodies in the Greater London area (as named on the following website: http://www.london.nhs.uk/your-nhs-in-london/nhs-in-london) (together "the Participating Authorities") to purchase and implement a Pan London Procurement Portal ("the Portal") to proactively collaborate, derive benefit when procuring and contracting for public contracts, and increase visibility of contract opportunities to suppliers. The contract is for the provision of a hosted portal solution to include an opportunities notice board; document preparation, storage, management and collaboration tools; and associated management, training and support services. The Portal will also be required to interface with a range of solutions used by the Participating Authorities to support their procurement activity. The contract for the Portal is awarded solely by the City Council but the supplier will be required to implement the Portal for use by all Participating Authorities. In addition to the contract for the Portal this procurement is for the award of a separate framework agreement for call-offs by the Participating Authorities of eTendering services with appropriate compatibility with the Portal. The City Council is acting as a central purchasing body through which the Participating Authorities may wish to procure eTendering services but without any obligation on the Participating Authorities or the City Council to call off under the Framework Agreement. It is the intention that the Participating Authorities should be able to rely on this procurement to purchase such services without the need for any further procurement process. No guarantee or warranty is given as to the nature or volume, if any, of the services or the number of call-offs, if any, under the Framework Agreement.
