UK-Warrington: land management services
Warrington community related assets land management services. The Land Trust was launched in 2004, becoming a Charity in the independent sector in 2010. It aims to provide long-term sustainable management of open spaces across the United Kingdom. The Warrington CRA land comprises 435 pieces of public open space that made a crucial contribution to the creation of a successful New Town and still play a vital part in its continued prosperity through the provision of attractively landscaped areas. The 435 separate parcels of land cover a total of 73 hectares. This includes linear parks, four play areas, paths, unadopted roadside verges, shrubbery, hedges and ponds. The Trust wishes to procure land management services for the Warrington CRA sites commencing on 16.4.2012 for a 5 year period (subject to annual review). Rigby road development opportunity sites. Blackpool Borough Council is looking to procure a development partner to deliver a £50m distinctive housing-led neighbourhood in the Rigby Road area, close to the revitalised seafront of Blackpool. Over the last 10 years regeneration and development work in Blackpool has started to transform the town into a contemporary destination located at the heart of the Fylde Coast. The Rigby Road area presents Blackpool's most strategically important development site for housing led regeneration within inner Blackpool. The site is 7.2 hectares across two parcels of land on either side of Seasiders Way. The majority of the site is in public ownership and remaining interests are being acquired by the public sector. The site will be decontaminated by the Council prior to development. The sites are well placed within Blackpool. The town centre is an easy 10 minute walk, whilst the beach is only two minutes away. The site is easily accessed by following Yeadon Way and Seasiders Way from the M55. There is the potential for working closely with the Council and the Homes and Communities Agency to build approximately 400 houses that will appeal to a range of working families and smaller households. UK-Belfast: civil engineering consultancy services
Permanant Way Design Framework. Translink's Infrastructure Division is responsible for maintaining Northern Ireland Railways' (NIR) network comprising some 210 route miles (300 track miles). Within Infrastructure Division the Permanent Way Department is responsible for the maintenance and provision of main line track (jointed and CWR), S&C, sidings and line side assets. The contracting authority, hereinafter referred to as the Client, is seeking to engage a maximum of 3 economic operators within a Framework Contract to undertake projects which will require Permanent Way design and contract administration work to be undertaken. The successful Economic Operators will then be required to tender for consultancy services for projects via mini-competitions as per the Framework Conditions or time based work packages called-off subject to Framework Conditions. The maximum value or a Scheme will be 3 000 000 GBP in construction value and/or 300 000 GBP in fee value. The Framework Contract is to be for a 2 year duration, extendable to a maximum of four years duration subject to the satisfactory performance of the successful teams. It is anticipated that the value of the yearly spend will be in the region of 100 000 GBP in design fees and a single larger project with fees in the region of 250 000 GBP to be undertaken during the framework lifespan. In circumstances where work below a value of 30 000 GBP is required, the contracting authority may choose to engage an Economic Operator on time based fees. In such cases fees are to be agreed in the Framework Contract. The selection will either be on the basis of the Economic Operator with the lowest relevant rate or if a specialist skill is required and only one operator can provide this. The Framework Contract is not a guarantee of any future workload, but demonstrates an intention to utilise those appointed Economic Operators to provide services where appropriate. The contracting authority wish to highlight the following conditions that will be applied to the Framework Contract. — The contracting authority may terminate the Framework Contract with a Economic Operator if on two consecutive mini-competitions the Economic Operator either fails to submit a tender, submits a invalid tender or submits a tender whereby the price submitted is 50 % greater than the average tender price, calculated excluding the highest tender score. Appointed design engineers may carry out any of the following services: — track alignment inspections and surveys, — track condition reports, — feasibility studies, — permanent way alignment design, — permanent way drainage design, — permanent way signal cable duct (S&T) design, — permanent way formation design, — permanent way geotechnical design, — ballast retention design, — switch and crossing design, — site topographical surveys, — UWC and LC permanent way interface, — preparation of tender and contract documents (NEC3 Form of Contract), — project management (may be undertaken by separate framework), — cost management (may be undertaken by separate framework), — contract administration (may be undertaken by separate framework), — permanent way works site supervision, — independent design checking. The services for any project may be for all the above services or a selection of the above depending on the complexity of the project. Project Management services may be included for a specific scheme however depending on the scheme the Contracting Authority may opt to separate this service and award it separately. 1.1 Estimated value. The total estimated fee value, excluding VAT, of the Permanent Way Design Services throughout the Framework is estimated to be £650,000 based on a four year Framework Contract duration. No assurance or guarantee is given that any call-offs will result from appointment under this competition. All proposed funding will be subject to budgetary & business case approval and each individual work package may also be subject to exclusions and additions throughout the period of the commission. 1.2 Form of contract. UK-Belfast: railway maintenance or service vehicles, and railway freight wagons
Ballast hopper refurbishment. Northern Ireland Railways (NIR) owns and operates a fleet of six ballast hopper wagons. These wagons were delivered to NIR in 1992 and have been in regular service with NIR until now. The wagons are constructed to Irish Gauge which is 5feet and 3 inches wide or 1600mm wide. The wagons have vacuum brakes and ballast is discharged from them by manually operated levers. The wagons normally consist of six but can be operated as a shorter length train. NIR proposes to refurbish these six wagons by engaging in a contract with a suitably qualified and experienced train engineering company. The contract will require the appointed supplier to carryout the design elements and the refurbishment elements for each of the six vehicles. The refurbishment works will take place at the supplier's premises. The main items of work envisaged for the vehicles is summarised as: — Inspection of each vehicle and production of a refurbishment plan for each vehicle, — Mechanical design and certification for the refurbishment plan on each vehicle, — Conversion of the braking system on each vehicle from vacuum to air, — Design and fitting of permanent lighting (for night time operation) on each vehicle, — Overhaul of the bogies on each vehicle, — Cleaning existing paintwork and re-painting each vehicle, — Production of Operation & Maintenance Documents for the vehicles, — Transportation of the vehicles from NIR's Belfast depot to the supplier's depot and the return of the vehicles to NIR's Belfast depot on completion, — Pre-service testing and certification of all vehicles in Belfast before they return to service.
