PS/10/81 - Auction Services - Sale of Personalised Vehicle Registration Numbers on Behalf of the Driver & Vehicle Licensing Agency (DVLA). Auction services. Scope & Boundaries of Services Required:- DVLA intends appointing an auction company to act, as its sole agent to offer for sale by way of public auction, both at physical events and online, certain registration numbers chosen by the DVLA. Sales of these Government assets are regarded as an important source of revenue for the Treasury and to date over 1.5 billion GBP has been raised with over 2 000 000 registrations sold. Personalised registration marks are sold through three distinct selling routes: — Physical Auctions - DVLA's most valuable and universally attractive stock of registrations are offered for sale by means of public auction by an auction company acting as the Agency's sole agent. Auction events are held at venues throughout the UK and are considered to be the flagship of the Agency's personalised registrations business. DVLA intends to appoint an auctioneer capable of delivering and maintaining a quality service. Further information may be found on the dedicated DVLA Personalised Registrations website www.dvlaregistrations.direct.gov.uk. — Online Auctions - In 2008, DVLA introduced Sealed Bid Sales as a further route to market. These subsequently evolved into 'Online Auctions'. Registrations included in the Online Auction tend to be of lower value than those in physical auctions and are generally included at the request of members of the public, but not exclusively so. Public demand for these marks will determine the volume of Online Auctions each year. N.B. Only the physical and online auction selling routes are in scope for this contract. The requirement will not be split into lots. The appointed contractor will be required to provide both elements. The DVLA Personalised Registrations brand is established as a market leader and is a symbol of confidence and trust among potential customers. Currently: — the average total hammer price at DVLA physical auctions is around 3 100 000 GBP, per auction, — physical auctions comprise of 1 500 registrations with the average hammer price around 2 300 GBP and about 94 % of lots are sold, — online auctions comprise of approximately 1 000 registrations with reserve prices starting at 130 GBP and the average hammer price of 750 GBP - about 75 % of lots are sold, — the Agency intends to hold six, three day, physical events and a minimum of one online auction each calendar year.
