FI-Helsinki: research and development services and related consultancy services
Evaluation of Finnish Support to Development of Local Governance. The evaluation task is divided into two sections. One section is dealing with the development programme implemented via the Association of Finnish Local and Regional Authorities (AFLRA). The time-scope of the AFLRA component is 2000-2011 (2013). The second section of the evaluation includes other development interventions on local governance or with clear linkage to local governance and government capacity development. Appended to Annex B of the Invitation to Tender is the tentative list of these interventions, which is subject to being precised at the time of commencement of the evaluation task. These programmes will be investigated from 2005 to-date, or the last two phases of the programmes. The evaluation will include document study (desk phase), interviews /questionnaires, and field visits. The evaluation includes visits to four-five African countries, namely Kenya, Namibia, Tanzania, South-Africa and possibly Swaziland. The targets of the country visits will be synchronized between the two sections of the evaluation. Moreover, the Finnish development policies (2000-2010) and statements in the EU and international levels concerning local governance will also be examined. Details of the running of the evaluation are included in the terms of reference (Annex B). SPSP Technical Support Services. The Scottish Patient Safety Programme was developed by NHS QIS and the Scottish Government in 2007. The Scottish Patient Safety Programme seeks to improve the quality and safety of care for all Scottish citizens. Healthcare Improvement Scotland and the Scottish Government require a technical support partner to work with them to deliver the aims and goals of SPSP. This includes advice, guidance and tactical support for the emerging patient safety developmental areas within: — adult SPSP programme, — paediatrics (expanding to include neonatal, and also maternity services), — primary care, — mental health, — rapid improvement programmes targeted at specific disease processes or services.
