UK-CP 703-10: positive partnership - a joint venture for education and inclusion services. Devon County Council (DCC) is looking for a partner to take a majority share in a new joint venture that will improve outcomes for children and young people by delivering excellent services to the Council, schools, early years settings and individual learners in Devon and beyond. The core of the joint venture will be a range of successful services supporting education and inclusion with an expected turnover of 23 000 000 GBP in 2010-11. These services are currently provided by the Devon Learning and Development Partnership (LDP), a DCC business unit, and are delivered under a rigorous client-provider framework with strong commercial features. The services are listed in II.2.1 of this notice. DCC wants the joint venture to be able to achieve sustainable, profitable growth by widening its customer base, within and beyond Devon, and diversifying the range of services it offers to meet its customers' needs in a competitive market. This diversification could include the future transfer of additional DCC services to the joint venture under an appropriate contract change mechanism. However, no commitment is made to further transfers at this stage. The initial scope of the joint venture will be the delivery of services in Devon and the South West Region of England, but the joint venture will have the potential to deliver services throughout the UK and internationally. DCC intends to award a service contract to the joint venture to provide specified services that the Council needs to fulfil its statutory obligations and strategic priorities in the areas listed in II.2.1 of this notice. In addition to the services delivered to DCC under the service contract, the joint venture will offer paid services to third parties including but not limited to schools, early years settings, local and national authorities.
