Business strategy partner for the material strategy. Business and management consultancy and related services. The Defence Equipment & Support organisation (DE&S) is the delivery arm of the UK Ministry of Defence (MOD) It was established in 2007 from the merger of the Defence Procurement Agency and the Defence Logistics Organisation. In performing its role, DE&S delivers equipment, provides equipment support and manages logistics in support of all three Services – the Royal Navy, the Army and the Royal Air Force. It operates across a wide range of acquisition functions, working with others in the MOD, principally Head Office, the Commands and Dstl. The DE&S Mission is: "To equip and support our Armed Forces for operations now and in the future". Its role is currently defined as: "Providing equipment and support, through-life, in support of the front line, and acting as an integral member of the MOD Unified Customer; sharing collective responsibility for translating Defence Lines of Development into military capability". As part of the Strategic Defence and Security Review (SDSR), published in October 2010 and in consideration of the recommendations of the Gray Report published in October 2009, a review of DE&S has been undertaken, known as The Materiel Strategy. This programme of work is aimed at achieving best value for defence, It has identified three key areas that need to be improved to deliver this: the overheated programme; the interface between the DE&S and its customers (wider MOD); and DE&S' business capabilities needed to plan and execute equipment procurement, support and logistics. To address these, DE&S is analysing options involving the private sector for a new organisational structure. The requirement is for a Business Strategy Partner to provide a team of high calibre, experienced strategic management consultants to work collaboratively with the Materiel Strategy Team and senior DE&S personnel (including the Chief of Defence Materiel and his Board) to shape and cohere the Materiel Strategy. This will specifically include, but is not limited to, advice and assistance for: i. Strategy development. Development of the proposed future operating model(s), identification and resolution of key strategic issues / risks and business case development. Implementation plans, including on key communications, to execute resulting strategies and evaluating their effectiveness. ii. Programme management. Producing a blueprint for the new organisation and a range of programme management documentation including Benefits Management & Realisation Plan. iii. Business governance. Developing the top-level design for governing DE&S and the roles and capabilities of DE&S, Head Office and the Front Line Commands; and developing an integrated performance management framework for the DE&S. The Business Strategy Partner will also be required to work with a number of other providers of Consultancy Assistance and will provide assistance to the Materiel Strategy Team with managing and integrating the work of the various consultants. Catalogue Management Service and Exchange Solution. The Gloucestershire NHS organisations are seeking an E-marketplace, to potentially provide approved catalogues for the users to select requirements from, and a transaction exchange to provide either full or partial EDI ordering with suppliers, with an ability to also enable electronic invoices and invoice matching. The E-Marketplace is used to store and manage catalogues of approved products and services for the NHS organisations in Gloucestershire, and these catalogues are bespoke to each organisation. Both suppliers and buyers can upload catalogues and this facility is required going forward. Access to other catalogues via punch-out is also required. Access to the E-marketplace is from two different P2P systems, Infor SmartStream Web and SBS Oracle i-Proc - one requiring a transaction hub/exchange to interact with our P2P system, and as such must be part of the overall offering of the E-Marketplace. Access is currently by Between 1 000 and 1 500 requisitioners access the E-marketplace for selection of requirements, and the Procurement department access the maintenance of catalogues in addition to the requisitioners, both with different access permissions. The E-marketplace is also used for onward issue of NHS Purchase Orders to a variety of suppliers, via e-mail or full end to end EDI (including ability to convert XML files from NHS to FTTP format for NHS Supply Chain ordering), and should be available for submission of invoices from suppliers (potentially to be matched in the E-marketplace exchange). Connectivity via the N3 network is essential and access to the E-Marketplace for requisitioners should be available both within and outside standard office hours. A permanently available helpdesk facility must be available for technical and buyer issues, together with ongoing training as required for these specific groups of NHS staff. NHS E-class categorisation of products and services is required within the catalogue system, and other control codes are also required, to initialise or direct the internal P2P systems actions when items are brought back into the NHS P2P systems. Glastir targeted element nutrient management plans. Glastiris a new land management scheme in Wales. Under its targeted element certain areas have been identified for actions to improve water quality. This includes production of a Water Management Plan and a Nutrient Management Plan (NMP). Environment Agency Wales (EAW) will be undertaking a water management plan for the farms identified. This will include the collection of soil samples and information on slurry / manure storage and production. A specialist provider is required to produce NMP for each farm. This will involve soil laboratory analysis, collecting information from the farmer (via information packs and telephone) and production of a NMP to set specifications. Data is to be returned digitally to EAW along with a written report. The work will be completed between November and April each year. The numbers of NMP may vary on a yearly basis depending on uptake to the scheme.
