DONG Energy Power A/S intends to award a contract to FLS Airtech without prior publication of a contract notice. The contract covers works to be carried out in connection with refurbishment of two (2) existing electrostatic precipitators with pertaining filter control units of FLS Airtech brand as part of a life extension project. Included are also works carried out in preparation for expected process challenges related to future alternative fuel types and a potential projected change of flue gas path configuration resulting in stricter requirements to emission control at the precipitator flue gas outlet. The complete works comprise modification of flue gas distribution across sectional area of precipitator casing, modification of existing precipitator control units and cabinets, improved precipitator process control, improved process monitoring, general refurbishment of internal and external precipitator mechanics and precipitator emission systems with selected parts, and a health and safety dictated upgrade of internal and external access ways for personnel. The works include supply, installation, programming, testing, documentation, and commissioning of said works. The reason why the contract is intended awarded to FLS Airtech without prior publication of a contract notice is as follows: The electrostatic precipitators are going to be subject to extensive renovation and upgrading works to cope with future process challenges on alternative fuels and 15 more years of reliable operation. The works focuses on comprehensive modification and upgrading of existing electronic precipitator control systems, and it focuses on mechanical refurbishment and implementation of performance enhancing hardware with the purpose of obtaining maximum efficiency in the interaction of these elements. Reaching this goal requires full access to the original precipitator design basis and all elements here off such as process- and structural design data, electrical design data, circuit diagrams, and thorough knowledge of the precipitator control systems to be modified and upgraded. Furthermore, the supplier must readily assume responsibility for function and performance of the entire modified precipitator installation, although his supply constitutes only fractions of the complete precipitator installation. It is the desire of the contracting entity to minimize risks associated with the works described above, and implement the necessary works in cooperation with a supplier who is familiar with the equipment, the works to be carried out, and HSE rules and procedures in force at the power plant. Reaching the required performance and reliability of the equipment within the available time window, and without compromising safety or technical and process-related excellence, is of paramount importance. It is assessed that only the original supplier of the electrostatic precipitators, FLS Airtech, possesses the technical expertise and know-how to deliver the services and works associated with fulfilment of the current contract.
