Universal home insulation scheme (Scottish Borders). The Scottish Borders council plans to undertake a third phase of the UHIS energy efficiency programme across their administrative authority area. However, this is subject to the Scottish Borders council securing further UHIS funding from the Scottish Government. Following from this, the Energy Saving Trust is seeking on behalf of the Scottish Borders council to identify a single contractor for the local authority area to deliver the UHIS funded energy efficiency programme. The procurement exercise contemplated by this contract notice therefore contemplates that tenders will be invited, and a contract awarded. The Scottish Borders Universal Home Insulation Scheme will cover the whole of the Scottish Borders administrative area as approved by the Scottish Government. This is likely to include both rural and urban properties in areas of varying geographical complexity. Successful contractors will be required to deliver energy efficiency measures including loft insulation, cavity wall insulation and under floor insulation. It is expected that measures will be installed under the scheme in around a total of 2 200 households across the Scottish Borders area, giving a projected contractual value of 360 000 GBP. These figures are subject to the final allocation of UHIS funding by the Scottish Government. The households will be offered home energy advice organised by the local authority and/or their managing agents. In addition, all householders will be offered the chance to complete a Home Energy Check (HEC), this function may be fulfilled by the local Energy Saving Scotland advice centre (ESSac), door to door assessors, online and/or through the nominated contractor. The nominated contactor will be required to self-generate in the Scottish Borders area which will require the contractor to complete a Home Energy Check (HEC) with each householder and submit them to the designated ESSac. During the initial engagement, potential for loft and cavity wall insulation and underfloor insulation will be assessed and householders invited to sign up for the free measures. It is anticipated that around 25 % of the leads will require self-generating and around 75 % will come as warm leads from the ESSac/managing agent. Measures will be free to the householder and it is anticipated that the cost to the contractor of installing measures in each household will be funded partly through payment by the local authority (out of its allocation of UHIS funding from Scottish Government) and partly through the leveraging in by the contractor of CERT funding from energy companies. There will also be an enabling fund which will fund ancillary works which facilitate the insulation work, for example, scaffolding and ventilation. This will be funded by the Scottish Borders council through their UHIS budget and managed by the local authority and/or their managing agent. The primary purpose of the Contract is to maintain and repair door entry and intercom systems, this will ensure that access and egress control is maintained. The service will also include emergency call outs. Currently approximately 571 systems are maintained across the group. Within the Contract there may be a requirement for the successful provider to support whg to identify and replace obsolete systems where required.
