Framework agreement for supply of vehicles - operational leasing and purchase. The Municipality's (hereafter called Award Authority) issue an invitation to an open tender competition regarding the establishment of a framework agreement for delivery of vehicles to their companies/user locations. Amongst other things this will be for home based services and technical operations. The framework agreement comprises operational leasing of vehicles. Vehicles will be called upon in each municipality as required. The greatest scope will be leasing. Overview of the fleet collected for the Award Authority, see Appendix 7. It is an objective of the procurement that the Award Authority must reduce their vehicle-related costs and streamline it's internal work of vehicle management. The Award Authority also desires that the future vehicle fleet will become more environmentally friendly. It should be noted that the tender applies to new procurements, purchase and leasing – i.e. the contracts currently running will continue until they expire or are cancelled. Thereafter, new agreements shall be entered into through the framework agreement's supplier. This means a successive replacement of vehicles during the contract period. The Award Authority wants the option of electric vehicles. It may be relevant to use electric cars for a small number of the requested vehicles for use by centrally located units. The reason for this is that electric vehicles can help to reduce the combined fleet's total CO2 emissions so that municipally adopted emission standards can be achieved. The supplier shall indicate if they are able to offer electric cars for lease/purchase, with the associated conditions /descriptions. To enable the supplier to offer award authority electric cars, they can make use of a sub-supplier of such vehicles. This will initially be relevant for vehicle groups 1,2 and 3. Electric vehicles will not be included in the evaluation, but will be an option for the municipalities. For special requirements or particular projects, the Award Authority witholds the right to procure electric/hybrid vehicles, minibuses and fire engines outwith this contract. The Award Authority witholds the right to purchase used vehicles within this contract. The Award Authority wishes to receive tenders for 6 categories of vehicle: Vehicle group specifications. 1.
