25804 The Provision of Marine Services to the Dee Conservancy. In meeting its responsibilities as the conservancy and local lighthouse authority, the Agency provides and maintains certain fixed and floating aids to navigation. It marks, inspects and surveys a safe high water channel and undertakes routine works to maintain the safety of navigation throughout the conservancy area, including the removal of obstructions and the collection and disposal of debris. It also conducts regular inspections of other fixed aids to navigation provided and maintained by third parties. The Agency wish to appoint a Contractor to provide marine services, which will be undertaken strictly in accordance with the Dee Conservancy Harbour Master s instructions. The Contractor will have detailed knowledge of the Dee Conservancy and be experienced in undertaking the various activities referred to in that environment. The services may be summarised as: — establishing and removing fixed and floating aids to navigation, — undertaking scheduled maintenance and unplanned repairs of fixed and floating aids to navigation, — conducting scheduled inspections, collecting and removing obstructions and debris, — providing and operating a suitable vessel to transport the Dee Conservancy. Harbour Master and up to two other members of staff on all parts of the Dee Conservancy, and — Storing, in appropriate secure premises within the area, spare buoys, their moorings and other items of equipment. The Contractor will be required to provide all the appropriate resources necessary to conduct these and other marine services safely and efficiently.
