Front Office Services for the application for and issuance of Biometric Residence Permits. The Contracting Authority seeks expressions of interest from service providers for securing a concession to provide front offices services (FOS) to members of the public in connection with Biometric Residence Permits (BRP) issued by the UK Border Agency (UKBA). The Contracting Authority is looking for one supplier to provide front office services, but may consider a greater number depending on the nature of offers made. UKBA reserves the right to make the concessions available to other parts of the Home Office and other government departments e.g. Identity and Passport Service. This is a voluntary notice as it relates to a service concession under Regulation 6 (2)(m) of the Public Contracts Regulations 2006 and as such, in carrying out this competitive process the Contracting Authority is not obliged to follow the detailed rules and procedures set out in Directive 2004/18/EC and the Public Contracts Regulations 2006, SI 2006 05. This notice is to alert interested economic operators of the start of a competitive process, and does not mark the start of a regulated procedure. The competitive process will involve proposals from suppliers on the scope of services and the nature of commercial terms. This process will be similar to the restricted procedure as detailed in the Public Procurement Regulations 2006 and will be set out in the tender documentation. The Contracting Authority intends to award one or more service concession agreements for 4 years, with options to extend annually for up to 2 further years. The agreement(s) will be available for use by other government departments and agencies, including other agencies of the Home Office.. The Identity and Passport Service, an agency of the Home Office, may also use these concessions. This would potentially increase the volume of customers available substantially. More information will be provided on receipt of expression of interest. The services which are the subject of the concessions may comprise in outline: — Provide secure and private Biometric Enrolment booths at specified branches, with a supporting counter service. — Provide a counter service which will be manned when enrolments are taking place. — Provide a service which is capable of taking, scanning and shipping documents, as well as taking payments using all common payment methods. — Provide a video recording (VR) of each applicant enrolling and a method to link recordings to applications. — Implement a back-office ICT system to collate and transmit enrolment data, any documents (scanned or physical) and VR to the Contracting Authority on a per-enrolment basis. Transmission to UKBA will be by encrypted link. — Implement a support framework to resolve ICT issues. — Produce and provide regular MI of biometric enrolments. The supplier(s) must be capable of expanding the service to include non-chargeable mobile enrolments (e.g. for enrolments at hospitals for those customers with medical conditions that prevent attendance at a concession – these will require Authority approval and will be signposted accordingly). Branches will be within a reasonable travelling distance for applicants across the UK. Additionally,the supplier(s) will have the option of operating a mobile enrolment service as an alternative to a branch in certain remote areas. The concession will comprise all the services required for front office services. Economic operators may only tender for these services in their entirety. Further details are given below. Variant bids may only be considered if they meet the Contracting Authority's standards and offer superior customer value e.g. we will only consider a variant from the supplier that provides the most economically advantageous compliant bid. Any suppliers who are successful in being granted a concession to provide front office services to the public will generate income through charging a fee to those members of the public who wish to use the service. UKBA anticipates a period of technological and service development and testing after contract award and before the service is offered to the public. Suppliers will be responsible for funding all development and deployment activities. Suppliers who progress to the invitation to tender stage will be asked to quote the prices that they propose to charge for the services. These proposed prices will be assessed for competitiveness as part of the tender evaluation. The services must be available widely within the UK. The service will require availability of an extensive infrastructure of premises with access arrangements compliant with the requirements of the Equality Act 2010.
