UK-Enfield: modular and portable buildings
Broomfield House Partnership Opportunity. The notice involves the establishment of a framework agreement: no The London Borough of Enfield, a 4 star Council, would like to invite all interested development partners to respond to this notice for the restoration of one of the Council's flagship historic buildings and associated stable complex. The House is a grade II* listed former country house history dating back to the 16th century, and was the subject of significant enlargement in the 17th, early 18th and early 19th centuries. It sits within a Baroque formal landscape, now a public park which is included on the national Register of Parks and Gardens of Special Historic Interest at Grade II. The house was severely damaged by fires in 1984, 1993 and 1994 and has been derelict since the last fire, which destroyed the roof and much of the interior. Attempts in the past to find a sustainable new use for the building which would fund its restoration have not come to fruition. A successful bid was made in 2008 to the London Development Agency's Targeted Housing Stream (now administered by The Mayor of London and the GLA) to grant-aid and support. — the restoration of the House for use as a park amenity (café and meeting rooms) c/w flats. — the restoration and conversion of the adjacent stable block (also Grade II*) to flats. — the demolition of a short terrace of unattractive cottages and the development of the stable yard with new homes. The proposals have been developed to RIBA Stage D and are estimated to cost circa £8m. They can be viewed at www.broomfieldhouse.org.uk/index.php/uk/164/. Planning and consent applications are imminent. The proposals received strong support from local residents at public consultation and have the informal support of English Heritage. Due to government reductions in housing grants the Mayor of London and the GLA have recently acknowledged that they are unable to offer the level of support previously indicated. The Council remain committed to the project and are in discussion with the GLA and heritage grant-making bodies to seek a composite approach to funding the project. For the GLA this is likely to be a bid to its Empty Homes Fund. Previous rounds of this fund have required that bids are made either by or in partnership with a Registered Social Landlord. The Council would like to invite all interested development partners to learn more about this potential development opportunity. The presentation will be an opportunity for the Council to explain the development and showcase the developed designs as well as providing an opportunity for attendees to ask any questions that they may have. Companies who attend the presentation are not guaranteed to be short-listed to be part of the tender process. Date: Thursday 12.1.2012. Time: 17:00 – 19:00. Location: London Borough of Enfield, Conference Room, Civic Centre, Silver Street, Middlesex, EN1 3XA. Confirmation: Please confirm attendance by email to sujata.majumdar@enfield.gov.uk, no later than Friday 6 January 2012. There is a maximum of 4 representatives per company. ***Please note this is a PIN notice ONLY and NOT a call for expressions of interest.***.
