Monitoring and evaluation of the performance of the EU Agency for Fundamental Rights. The present framework contract concerns the timely gathering, analysis monitoring and reporting of accurate information (quantitative or qualitative) at the level of the FRA objectives and processes in relation to the FRA planning and programming cycle and will entail the following tasks that will be undertaken through specific contracts: a) to review a consolidated performance measurement framework of the FRA by analysing the proposed methodology, the logic model and the list of developed results indicators; b) to collect and gather information and data in order to establish a baseline situation that will be used to assess the achievement of the results as expressed in the performance measurement framework; c) to design a monitoring and evaluation framework that will set out the methodology to be adopted, data collection methods and data sources to be used when implementing the monitoring and evaluation activities; d) to implement the monitoring and evaluation activities at the level of the FRA results against the indicators defined in the performance measurement framework; e) to provide the following monitoring and evaluation reports: an interim annual monitoring and evaluation report and a final annual monitoring and evaluation report that, based on the monitoring and evaluation activities, will describe the main results and achievements of the FRA; f) advise on monitoring mechanisms and appropriate tools for data management; g) to participate in several meetings that will be organised in the FRA premises to check the progress of the execution of the monitoring and reporting work. European tactical interim Satcom capability requirements and landscaping study. Mobile satellite communication (Satcom) at tactical level is frequently used in many theatres and crisis management operations, thereby supporting relevant actors on the ground with indispensable command and control (C2) capabilities. Related Satcom services critically support mobile communications to and among land, air and naval forces at the tactical level. Therefore it constitutes a key contribution to any operation's success, notably when terrestrial means of communication assets are neither suitable nor available to be used, e.g. in mountainous, desert and maritime areas. Due to their growing criticality, tactical and mobile Satcom assets (satellites, terminals, ground stations) are today owned and operated by Ministries of Defence, agencies or private entities. Against this background, EDA pMS experts gathering in the EDA project team Satcom have repeatedly acknowledged an important capability gap in the area of mobile satellite communication (Satcom) at tactical level. This is mainly the consequence of the massive increase in the number of fielded radio terminals without an according increase of 'in orbit' satellite capacity in terms of channels/transponders. Therefore, in coordination with ESA, a specific strand of work 'ETISC' is being prepared of which 'ETISC requirements and landscaping' study marks the initial step (feasibility). Pooling and sharing — the cost of non-cooperation in European defence. The aim of the contract is, in the context of delivering, efficiently and effectively the future military capabilities required by EU Member States, to: survey the existing academic/government literature analysing the costs and benefits of European collaboration highlighting the most effective models and most convincing case studies; develop cost benefit analysis cases in 5 specific areas to be agreed with the EDA (and to include collaboration on future satellite communications, armoured infantry fighting vehicles, and basic logistic support to CSDP operations — provisions of food/water/fuel, etc.); produce a generic mathematical assessment model to assess the benefits and the probability of success of future collaboration particularly with regard to different types of pooling and sharing based on concrete success criteria and factors. The study will feed into the Agency's strategic approach on the 'business case' for Europe and support the promotion of work on specific future pooling and sharing options.
