The City of Bradford Metropolitan District Council ('the council') is seeking suitable and experienced contractors to enter into a framework arrangement for the provision of Winter Maintenance services to highways across the district to supplement those undertaken by the coucil. The framework will consist of two lots which will cover the provision of driver only or the provision of driver and vehicle, with the services required including but not limited to patrols, gritting and snow clearance. Smart Meters - Meter Operations Center (MOC) - supporting tools. By 2020 Europe is requiring 20 % less greenhouse gasses, 20 % less energy consumption and 20 % renewable energy. In the context of this regulation Eandis has launched the smart meter program. The program will be implemented in 3 different phases: a first field test of 4 000 meters in Leest and Hombeek (started first half of 2010), a pilot phase involving 40 000 meters (start 2012) and the rollout of all gas and electricity meters on the territory of the distribution system operators starting in 2014. In the context of the pilot phase Eandis wishes to purchase the required supporting tools for the Meter Operations Center (MOC), as one of the constituting elements of the Smart Meters total solution. The Meter Operations Center (MOC) is a monitoring center which ensures the correct operation of the entire Smart Meters network. This network contains, on the one hand, the communication network with all its components to send meter data to the data center and vice versa, on the other hand, also the low voltage network to which the Smart Meters are connected. In order to correctly fulfill its task as monitoring center, the MOC needs the required supporting tools to: — visualize the Smart Meter Network, — make analyses during the network development, — analyze network problems. This file can be subdivided in 2 lots: — lot 1: A visualization tool, — lot 2: An analysis tool. The candidate participant may participate for 1 or both lots. Additional points can be provided to the suppliers that offer an integrated, overall solution. Smart meters - metering systems. Europe has set the objective to decrease the CO2-emissions by 20 %, to decrease the consumption of energy by 20 % and to increase renewable energy by 20 % by 2020. From this perspective Eandis initialized the Smart Metering Program divided into 3 phases: a first Proof of Concept of 4 000 meters (2010), a pilot phase of 40 000 meters (2012) and the rollout of about 4 000 000 meters planned as from 2014. At this moment Eandis is implementing the Proof of Concept (PoC) to examine the feasibility of the solution. This solution is based on Eandis' patent (n° W3009/000869-A1) allowing real-time and bi-directional communication between the meters and a central IT system using PLC-filtering. In a second phase, a pilot phase of about 40 000 meters, Eandis will implement the following systems as part of a larger solution: — the Advanced Meter Management (AMM) system: this is the technical management platform for the Smart Meters in a dynamic communication network. It reads out the usages (=load profiles) from the Smart Meters at a 15 minutes time interval, — the Meter Data Management (MDM) system: this system controls the load profiles that are read out and supplied by the AMM. Moreover, it's also Eandis' goal to provide Infrax with an AMM and MDM system through a specific implementation on the Infrax infrastructure. Infrax acts on behalf of the Intermunicipal companies: Interelectra, Infrax West, Iveg and Pbe. The Smart Metering Program initialized by Infrax includes a POC of 500 meters, a pilot phase of about 8 000 meters and a rollout of ca 800 000 meters. Infrax wishes to communicate via KTV-cable, wireless or via broadband PLC. Infrax is working closely with Eandis.
