UK-London: dictionaries, maps, music books and other books
Framework agreement for online electronic content for public libraries in England. Dictionaries, maps, music books and other books. Newspapers, journals, periodicals and magazines. Library books. Online electronic content for libraries (known as Reference Online) is a national collaborative procurement initiative currently led by Arts Council England on behalf of English public libraries. Its purpose is to provide a service for the procurement of commercial electronic products and services which secures cost-effectiveness for libraries, streamlined processes for all and – most importantly – improved services to public library users. Over the past 5 years, the service has achieved 7 500 000 GBP efficiency gains for public libraries and has been well-received by users, library staff and suppliers alike. Arts Council England is the national development agency for the arts in England. From 1.10.2011 it will assume the role of lead strategic agency for libraries and museums in England from the Museums, Libraries and Archives Council (MLA). There are currently 151 English Public Library Authorities ranging in size from small unitary authorities with fewer than 10 access points to large county authorities with over 100 access points. Together they provide some 3 500 static service points, mobile library services, attract over 271 million personal visits each year, over 101 million virtual visits and have a total budget of c. 900 000 000 GBP per year. 96 % of people believe that the public library is a valuable community resource and 60 % are library members. Together, public libraries in England provide a modern, flexible and accessible service to their customers, including 24-hour online availability. Library Authorities spend 112 000 000 GBP a year on books and other stock. Broad categories of content sought are: general reference materials, newspapers and journals, business, legal and financial information, consumer affairs materials, genealogical resources, e-book and e-audio book services, streamed music services, health information, materials to support the needs of children and young people. Content may be made available as text, images (still and moving), sound, audiovisual, and must be suitable for a wide audience base. All products will be available in public library buildings or other physical access points to public library services, and must, unless there is a compelling case why this should not be so, also be accessible remotely to public library members via subscribing public libraries' web sites, or the product web site itself. Important note: prospective suppliers should be aware that Arts Council England's role will be to negotiate agreements for and on behalf of public libraries in England, not to purchase national licences or undertake administrative work. Subscriptions will be paid by individual library authorities and/or consortia of authorities direct to suppliers. Further, Arts Council England cannot guarantee any level of take-up for services supplied via the service. CPV: 22114000, 22200000, 22113000. ...
