UCD is issuing this qualification questionnaire inviting expressions of interest as the first stage of a two-stage process. The purpose of the first stage is to obtain information from candidates to determine their suitability on the basis of financial capacity, technical capability and relevant experience to carry out the contract. Suitable candidates will be shortlisted and it is envisaged that a minimum of the top five scoring, suitably qualified candidates (with maximum of eight) per Lot will be invited to tender for the appointment to the Framework Agreements as described in the qualification questionnaire (available to download from www.etenders.gov.ie). UCD wishes to set up both Single Supplier and Multi-Supplier Framework Agreements for the following Lots:-. Procurement of a Community Information System (CIS) Kent Community Health NHS Trust (KCHT) as the contracting authority is tendering for the supply of a software application development. KCHT is seeking through this tendering process to award a contract with a suitably capable Contractor to provide these services for initial development term and subsequent service support. The Trust is seeking a prime contractor, to give a single point of contact. Evaluation The procurement will take a weighted scoring approach with a split of 70 % on quality and 30 % on cost. Contract This contract will have three aspects: 1. Community Information System software application- supply and service support. 2. Hosting or managed service. 3. Deployment Contract Period. The contract will be let for a period of 3 years and at the end of this period, there will be an option to extend up to a further 4 years. This may be in yearly tranches. The community information system application must be obtained either by outright purchase, as a managed service or under a leasing agreement. The system will comprise of software, maintenance, software development, training and implementation services. Hardware may be included at the awarding authority's option. Community Information System software application The system must include functionality for the management of health services provided in the community which include a patient master index, clinical encounters, referral management, caseload management, document management, waiting lists, appointment scheduling and management, patient alerts, care planning and pathways, patient consent, clinic management, community hospital and virtual bed management, minor injury units and walk-in centres, assessment templates, mobile working and remote access, reporting, support standard health coding, interoperability with other health and social care systems, information security and governance, clinical and general risk management, general administration, and support the use of the NHS number. Hosting or Managed Service Due mainly to the fact that the system will contain person identifiable data (PID), the system must be capable of being hosted securely and accessible through the NHS secure network N3, therefore any supplier must possess a statement of compliance with the code of connection to NHS digital services and/or the N3 network. The awarding authority may wish to consider different hosting options. This could be a fully managed service either at the authority's or the contractor's site or a partially managed hosting service. The partially managed service could have be located on the authority's premises and managed by the contractor or at the contractor's premises. Deployment The scope includes the delivery of a new clinical information system for use across Kent community services, based on 2 750 staff, 1 000 users of which 500 are concurrent across 36 services. The Contractor must have the capacity and capability to deploy the system across Kent in 2 Waves across 2 years. Wave One should be completed in 6 months and provide agreed services to approximately 150 users. Wave 2 should be completed within the following 18 months as a programme of works. The different purchasing options will be documented fully in the invitation to tender and KCHT reserves the right to accept the option that best suits its business objectives. KCHT is inviting expressions of interest from suitably qualified organisations who feel that they can provide these services.
