The contract will be for the provision of the 'UK SAR helicopter services' on behalf of the Maritime and Coastguard Agency (MCA) to cover UK search and rescue region covered by the current helicopter rescue capability. This service will require an all-weather SAR helicopter service able to operate throughout the UK and in the maritime environment. The helicopter service must be responsive, able to search a wide area of interest, locate and recover personnel and stabilize casualties from all risk areas including mountainous terrain and the maritime environment. The helicopter service is currently based at: Sumburgh; Stornoway; Culdrose; Wattisham; Valley; Boulmer; Portland; Lee-on-the Solent; Chivenor: Leconfield; Lossiemouth; and Prestwick. M&E Quantity Surveyors to assist in the development of a Long Term M&E Strategic Plan for the Palace of Westminster. Quantity surveying services. Quantity surveying services for civil engineering works. The Corporate Officers of the House of Commons and the House of Lords require the services of a firm of M&E Quantity Surveyors to assist in the development of a Long Term M&E Strategic Plan for the replacement of aging Primary M&E infrastructure & plant, 1st & 2nd level Secondary services within the Palace of Westminster (PoW) and for delivering alternative energy sources & resilience into neighbouring buildings within the Parliamentary Estate. The Long Term M&E Strategic Plan for the PoW forms an integral part of the 25 year Parliamentary Estate Wide refurbishment programme which will amalgamate other refurbishment & replacement requirements of the Parliamentary Estate The Long term M&E Strategic plan will provide a holistic strategic costed programme, with options up to design stage RIBA B & C for: i) the refurbishment of the basement primary M&E Infrastructure and plant; ii) the fully integrated refurbishment of 1st level secondary M&E services within the basement of the PoW in conjunction with the Estate Wide 25 year refurbishment plan; iii) a review of the current capacity and condition report of the 2nd level secondary services throughout the PoW. The Corporate Officers of the House of Commons and House of Lords require the services of firm of M&E Quantity Surveyors to undertake the duties set out in GC Works 5 inclusive of programme cost evaluation, reporting, due diligence, tender document compilation & evaluation. Additionally the firm will be expected to pro-actively support the project by offering options and recommendations when the Employer is seeking solutions for the development of this complex Long Term M&E strategic plan. The Strategic plan commission is in three phases: i) information & justification analysis; ii) option appraisals; iii) detailed assessment of preferred options and Business Case development. And will attend to rationalisation of infrastructure & plant room, alternative sustainable energies, and resilience. Indicative outline programme is currently scheduled for six months. Initially the firm of Quantity Surveyors will be expected to provide due diligence up to RIBA stages B & C of the phased cost report issued by the Consultant Building Service consultants. Subsequent stages of the project will only proceed if the Employer considers this will enhance the operation of both houses, programme funding is available, funding approval is received, the Board approves the programme direction and the performance of the Quantity Surveying consultants meets the expections of the organisation. If all these criteria are met continued services may be required through to RIBA stage L - delivery of the programme. Throughout the programme the successful QS team will need to be aware of the environment, stakeholders, security issues, heritage issues, the need for early identification of risks and mitigation strategies by anticipating issues and not just respond after the event. They will be a key part of the evaluation team, assessing all bids for other works, good and services. They must provide professional guidance on the cost effects of particular option proposals and strategies and alert the Employer to the potential outcomes of following particular strategies or changing course at any stage. Other projects will be being undertaken, by other contractors in the same areas and this will need careful planning and co-ordination. Provision of Foster Care Services. Foster Care Services provide family based care for children who cannot live with their own families. Fostering can be used to provide temporary care while the child's family address issues, take a break, or to help children through a difficult period in their lives or for longer term care. Often children will return home once the issues have been resolved and when it is clear that their family are able to look after them safely. Other children may stay in Foster Care longer-term, including children who move on to live independently as adults. It is anticipated that there will be approximately 10 new placements per year.
